POSITION OVERVIEW

The information technology services manager is a highly technical, professional position with responsibility for directing the information technology services (ITS) planning, budgeting, purchasing, development, implementation, and on-going support for all city departments.
This includes system performance, management, network design, integration, hardware/software acquisitions, Local Area Network/Wide Area Network (LAN/WAN) configuration and interoperability and internet web presence on an enterprise platform.

EDUCATION AND EXPERIENCE

Any combination of education, training and experience that indicates the individual can successfully perform the job may be considered.

  • Bachelor’s Degree from an accredited college or university in computer science or closely-related field.
  • Four (4) years information technology supervisory experience.
  • Three (3) years network administration, technical experience and support.
  • Experience leading information system(s) change processes within a multi-department organization.
  • Understanding of the Open Systems Interconnection (OSI) Model preferred.
  • Experience with Mitel phone systems preferred.
  • Experience working for a government agency (state, county, city, junior taxing district, etc.) to include police and court departments preferred.

ADDITIONAL REQUIREMENTS

  • A history of and ability to maintain safe and responsible driving that meets the city’s motor vehicle record minimum driving requirements.
  • Ability to pass position relevant pre-employment screening.

Responsibilities

  • Manages and supervises ITS personnel including but not limited to interviewing, hiring, and training employees; planning, assigning, and directing work; addressing complaints, grievances and disputes; resolving problems; appraising performance; recommending promotions and disciplinary actions; implementing organizational changes; approving and schedule leave time; and recommending terminations as appropriate.
  • Participates in strategic planning for the city’s technology systems needs.
  • Coordinates technical support and training and acts as a technical systems liaison for the city.
  • Directs purchasing and inter-departmental surplus of computer-related fixed assets.
  • Develops budget, provides recommendations, sets goals and objectives relating to and effecting all departments’ technical needs within the city organization, as approved by the city administrator.
  • Develops and maintains system(s) documentation, plans, and policies relating to internal andexternal network infrastructure and security.
  • Acts as local agency security officer in all matters pertaining to information security and compliance responsibilities.
  • Develops, reviews, revises contracts, agreements, and bid packages for all information systems-related acquisitions and services.
  • Maintains punctual and reliable attendance.
