Description

The Child and Family Services Agency (CFSA) is a cabinet-level agency within the District of Columbia government, committed to the safety, permanence, and well-being of children and families residing in the District of Columbia. Charged with protecting child victims and those at risk of abuse and neglect, CFSA fosters collaborations within its administrations to deliver exceptional family-focused services to the community and its residents.
This position is located in the Child Information System Administration (CISA), Office of the Deputy Director for Administration (ODDA), Child and Family Services Agency (CFSA). The purpose of the position is to provide mastery level integration services, engineering and operational assistance towards planning, building, and maintaining enterprise grade software applications, infrastructure, and technology services for internal staff, external partners, and community members. The incumbent will use expertise in the support of solution design, development, implementation, and maintenance.

EDUCATION/EXPERIENCE

  • Bachelor’s degree in Management Information Systems, Computer Science, other IT-related field is highly preferred.
  • At least seven (7) years of experience performing LAN-to-LAN and LAN-to-LAN bridging and routing; and, SOAP, JASON, XML is highly preferred.
  • Must possess at least one (1) year of specialized experience equivalent to the grade 13 level in the District of Columbia Government Service or its equivalent. Examples of required knowledge/experiences are mastery knowledge of and ability to apply advanced IT engineering principles, concepts, standards, practices, and tools sufficient to develop and implement highly complex IT related product, solution and services; and provide advanced technical guidance and advice to management, lower level IT Specialists, third party vendors, and other concerned parties; mastery knowledge of network architecture, including cloud computing, sufficient to develop, implement, and maintain highly efficient network systems; mastery knowledge of internet working communications principles regarding LAN-to-LAN and LAN-to-LAN bridging and routing; expertise in SOAP, JASON, XML, and other web services application programming interface methodologies; and other similar expertise.
Responsibilities
  • Manages IT applications and services to include technology infrastructure powering backend and customer facing products and interfaces with external entities by leveraging industry best practices service design and delivery model.
  • Maintains an always-on operational data exchange infrastructure including effective monitoring, exception reporting, issue/incident resolution, notification/escalation, risk mitigation to reduce downtime, and improve customer experience.
  • Implements data exchange processes with considerations to best technology solutions within the security framework governing data security and privacy of Personal Health Information (PHI) and Personally Identifiable Information such as but not limited to HIPAA.
  • Establishes and manages solution design, development, and delivery mechanisms to promote business efficiency including but not limited to payment processing, Medicaid processing, federal reporting, and other business processes or workflows
  • Practices lean principles and continuous improvement for managing product/services portfolio, reduces redundant data entry and errors, prevents work-in-progress backlogs; and participates in cross-functional value stream mapping analysis to promote service excellence.
  • Works closely with IT and program administration staff, contractors, and the Office of Chief Technology Officer to ensure optimum middleware usage and service delivery to successful completion, on schedule, under budget, and approved scope.
  • Work closely with Office of Chief Financial Officer (OCFO) to process payments
  • Develops detail design documents and provides technical details related to integration between CFSA system(s) and outside entities.
  • Develops documentation required for contracts, memorandum of agreement (MOA) or memorandum of understandings (MOU) detailing data exchange processes, field definitions, methodologies, exception handling, and other details to ensure successful integration with private entities or other District agencies.
  • Performs other related duties as assigned.
