Description

Under the direction of the Information Technology (IT) Manager I in the IT Services Branch (ITSB) within the Administration Division, the IT Specialist I (IT Spec I) serves as an IT Project Manager and Business Analyst for the California Energy Commission (CEC). The incumbent serves primarily as an IT Project Manager on all project management and system development life cycle phases to ensure efficient and effective delivery of information technology products, services, or systems. The incumbent demonstrates a high level of organizational skills utilizing methodologies, processes, and best practices based on the Project Management Body of Knowledge (PMBOK), California Project Management Methodology (CA-PMM), and CA Department of Technology Project Approval Lifecycle (PAL). The incumbent acts as a lead Business Analyst for complex IT system problems, independently leads complex system studies, elicits requirements, analyzes issues, and provides IT solution recommendations. The incumbent works independently to provide project management, business process analysis, training, and mentoring services to less experienced project managers, business program managers, and project staff—the incumbent exhibits flexibility in responding to shifting priorities and unanticipated work activities.
This position will primarily function within the IT Project Management and Business Technology Management domains.

Working Conditions
This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. Beginning July 1, 2025, all employees may be required to work in-person at least four days per week in alignment with Executive Order N-22-25. Occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance.
Teleworking is only available for employees who reside in California. You must be relocated to California and provide your in-state address prior to your start date.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
