In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating customer focused solutions that are responsive and agile; supporting a modern infrastructure, tools, architecture, and standards; to effectively provide efficient services following service level agreements. The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste. As well as, creating innovative solutions, strengthening partnerships and collaborations, and embracing technology.
Under administrative direction of the Information Technology Manager (ITM) II, Chief, Application Technology and Support Branch, the Information Technology Specialist (ITS) III performs as a recognized, lead technical specialist, on architecting, developing, and implementing the most complex statewide IT systems in CDPH serving the Center for Health Care Quality (CHCQ) Program.
The ITS III functions as the Senior Case Management Solutions Architect and technical subject matter expert over the Medical Breach Enforcement Branch (MBEB) Database System portfolio, responsible for CDPH’s most visible and mission critical application and database systems. The ITS III is responsible for establishing and leading the Department’s strategic vision; defines the Department’s secure application development lifecycle; and ensures that all new projects, maintenance, and operations activities are developed and built in consistency with the Department’s and the State’s business goals and objectives.
The ITS III leads CDPH in the development and implementation of the CDPH application development cloud and digital transformation strategy and works in conjunction and partnership with the CDPH domain area stakeholders that make up the Architecture Review Board (ARB) to transition, develop and host CHCQ business applications in all CDPH approved cloud services. The ITS III will develop a strategy and plan for the adoption of Platform as a Service (PaaS) and Software as a Service (SaaS) within CDPH.
The ITS III has responsibilities to review, design, approve and integrate the application architecture and design of systems, ensuring the interoperability of data exchange and data flow. The ITS III promotes service delivery through innovative application design and improvements by implementing current industry technology while ensuring design best practices are adopted.
The ITS III exercises a high degree of independence and proficiency in troubleshooting, problem solving, handling and resolving the most challenging and difficult application production issues that are time sensitive and publicly and politically visible.
The ITS III performs duties within the Software Engineering, System Engineering, and Information Security Engineering domains.
NOTE: This position will be required to periodically work off hours to monitor, receive, and respond to production-related communication and messages outside of normal business hours.

Working Conditions
Telework Information:
This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
