This position provides strategic infrastructure knowledge and planning expertise on a wide range of land development and local/regional planning functions related to infrastructure (Transportation, stormwater, incorporating water and wastewater resources). Responsible for supporting the strategic planning and supporting construction of developer contributed municipal infrastructure as well as a variety of civil engineering duties for the County’s infrastructure systems. This position supports the development of engineering guidelines and General Municipal Servicing Standards. Identifies, analyzes, and resolves infrastructure needs with a primary focus on water and wastewater. Assists and facilitates new development planning and design to meet infrastructure network demands through modeling and reviewing plans and specifications. Completes complex technical reports and studies and reviews studies conducted by other developer engineers, and provides technical information to the Department, consultants, and public, for infrastructure network management.

LONG-RANGE INFRASTRUCTURE PLANNING (20%)

  • Contributes to infrastructure master plan development for transportation, storm, water, and wastewater servicing.
  • Providing technical support for the development of near-term and long-term infrastructure planning documents, including but not limited to identifying the costs of such studies, seeking budget approval, developing terms of reference, reviewing proposals to undertake the work, awarding contracts, project managing consultant contracts as necessary, and ensuring that appropriate public engagement is carried out.
  • Effectively and regularly communicate with internal and external parties involved and impacted by long-range infrastructure planning.
  • Provide strategic advice for infrastructure projects from a servicing perspective.
  • Assess long-term infrastructure requirements for development and provide infrastructure planning advice for various land development matters, including infrastructure off-site improvements, levies, development agreements, and capital planning.
  • Assists in new development planning to verify the required pipe sizing, staging, and capacities to meet Utility network demands.

  • Carries out other related tasks as assigned in support of the Integrated Development and Land Services team.
  • This position is responsible for approval of work with respect to Federal and Provincial Legislative Regulation Compliance, internal policies, public safety interface, and interaction with client department coordinators and supervisors.
