PURPOSE OF POSITION Due to a vacancy, the Municipality of Grey Highlands is pleased to invite applications for the position of Infrastructure Engineering Technician. Reporting to the Manager of Transportation Infrastructure, the Infrastructure Engineering Technician provides day-to-day support to the Municipality’s Infrastructure Engineering function. This includes performing application administration duties and reviewing Municipal development proposals, Site Alteration, and Fill applications. The position is responsible for collecting and analyzing information regarding infrastructure changes, identifying potential conflicts with specifications, utilities, and contractors, and recommending solutions. It also involves collecting and maintaining municipal infrastructure inventory for transfer to the Roads/Fleet, Water/Wastewater, and Asset Management functions. A key component of this role is reviewing planning applications and related documents and collaborating with Planning staff to ensure development proposals comply with engineering standards, municipal infrastructure and transportation requirements. The Technician will prepare reports, assist in drafting development agreements, tender documents, requests for proposals, and other legal engineering documents. The role also supports the service area in addressing resident and community group concerns. Additionally, the Infrastructure Engineering Technician contributes to the implementation of the Municipality’s capital works program, all municipal infrastructure projects. This is achieved through collaboration with consultants, contractors, internal departments, and external stakeholders. The position works closely with the outsourced Municipal Engineer to support the development of successful and sustainable new communities. MAJOR RESPONSIBILITIES * Conduct advanced technical reviews of development plans, reports, and studies, and provides professional engineering advice and support to the Manager of Transportation Infrastructure on all development-related matters * Participate in comprehensive engineering reviews and response on behalf of the Municipality * Work closely with other internal municipal service areas, upper tier governments including County, Provincial and Federal agencies and the Municipalities engineering consultants to ensure compliance with the Municipality’s Engineering Guidelines and other design guidance documents and industry standards * Draft and/or prepare reports, development agreements, RFPs, and other legal engineering documents, and supports the service area in addressing resident and community concerns. * Review servicing implications of development proposals (e.g., subdivisions, site plans, Committee of Adjustment applications, secondary plans), liaises with the outsourced Municipal Engineer and consultants, and provides engineering comments to Planning on draft plan approvals * Attendance and participation in pre-consultation, pre-construction, site and all development related meetings * Manage project files to ensure submission requirements and communications are met, coordinates preconstruction and development meetings, and supports the department as a contact for the development community on construction and engineering review matters. Attend site meetings and provides direction on in-field issues on behalf of the department. * Prepare and administer agreements for approved land developments, finalizing engineering servicing requirements and securities, negotiates with developers on alternative servicing as/where required * In collaboration with planning services and finance departments, makes recommendations on financial and/or legal requirements of development agreements, review and recommends Letter of Credit reductions and securities releases when conditions met; including preparing tracking documents, collates the reduction requests from developers along with supporting documents, and recommending substantial completion, final completion, and final acceptance, in consultation with the Municipal Engineer (outsourced) * Conduct field inspections of developments, of new engineering services installations, where required/ necessary to trouble-shoot on in-field design issues, community complaints, for certificates of completion or assumption of services, and other engineering matters, as required * Work to minimize resident/business/community inconvenience during construction activity by implementing quality assurance mechanisms to ensure compliance with development agreements; investigates and tracks complaints; troubleshoots with residents and developer to resolve concerns. Reports regularly on construction progress and issues, all in consultation with the relevant and respective municipal department * Monitor trends and best practices within the development engineering field * Analyze, forecast and contribute in annual operating, short and long-term capital budgets. * Draft and/or prepare reports and recommendations for Council, attending meetings, and providing input on engineering servicing, development agreements, project status, construction issues, and service assumptions * Formulate Terms of Reference and RFP/tender documents and associated evaluative criteria; for the hiring of engineering consultants and/or contractors to undertake/assist with development engineering work and capital projects as required; monitors their work and/or administers the agreements/contracts in accordance with Municipal policies/procedures * Participate in special projects related to development engineering, contributes to departmental work planning and strategic initiatives in accordance with departmental or corporate objectives and performs such other related duties as may be assigned * Pre-consult and co-ordinate pre-consultation meeting with affected departments and agencies for development applications * Arrange or assist in the preparation for public meetings, council meetings, open houses and the Ontario Land Tribunal (OLT) on engineering and related proposals * Work in compliance with the Occupational Health and Safety Act, WHMIS, applicable legislation, regulations, statutes, and departmental policies/procedures/practices and operational guidelines. Keeps informed on Federal and Provincial Statutes, demographic, social, economic, regulatory and relevant policy conditions by researching and network with other professionals * Monitor the Global Positioning System (GPS) software system, produces reports and provides training to users * Utilize Geographic Information System (GIS) to support a variety of project functions; liaise with Grey County for maintaining and updating transportation asset data * Maintain databases and files related to municipal programs, tenders, grants, and other projects * Assist with updating and implementing municipal policies, by-laws, agreements, and other related legislative documents, as required by researching best practices and making recommendations to the Manager * Support the department in asset management planning activities related to infrastructure assets, in collaboration with the Asset Management Technician * Assist with the scheduling, organizing, and administration of routine maintenance relating to operations activities and projects * Perform such other duties as may be assigned Develops and maintains good working relationships with Council, staff and the public which includes: * Complying with all office procedures * Attending meetings * Participating in resolution of delivery service issues * Communicating ideas, suggestions, and procedural changes which may assist the organization * Assisting where and when needed during staff shortages and/or emergency situations * Responding to public enquiries in a timely manner Responsible, as an employee, for health & safety under the Occupational Health & Safety Act (OHSA). This includes, but is not limited to: * Working safely within the law and safe work practices/procedures (understanding and following standard operating procedures, wearing personal protective equipment, using MSDS information, ensuring all guards are in place, when applicable) * Immediately reporting unsafe acts, conditions, or contraventions of the OHSA to a supervisor, the JHSC, or a Health & Safety representative * Maintaining a clean, orderly work area KNOWLEDGE AND SKILLS Education and Experience: * Graduate of a three-year community college program in civil engineering at the technologist level or equivalent and a C.E.T. member in good standing with the Ontario Association of Certified Engineering Technicians & Technologists (OACETT) * Four (4) years directly related experience in both rural and urban development approval and inspection environments, preferably in a municipal setting * Experience with Microsoft Office and GIS is a requirement * Working knowledge of various standards such as Ontario Provincial Standards (OPS) Drawings and Specifications, MTO Geometric Design, TAC Geometric Design, Ontario Traffic Manuals, ITE Trip Generation, MOECC Drainage Management, MOECC Stormwater Management Planning and Design, Conservation Authority’s Engineering Technical Guidelines, etc. * Demonstrated technological proficiency and a thorough understanding of Civil Engineering and construction principles and best practices * Excellent computer skills with emphasis on computer-aided design and drafting applications. * Excellent interpersonal, communication, motivational, organizational, and problem- solving skills * Ability to establish and maintain co-operative and constructive relationships with individuals at all levels of the organization and representatives of external agencies, community groups and partnerships * Ability to meet strict timelines and focus on shifting priorities as needed * Valid Class G driver’s license in good standing Work Requires: * Working knowledge of municipal government functions and procedures * Keeping up to date on policies, by-laws, and other related legislation necessary for the performance of duties * Excellent written and oral communications skills * Accuracy and attention to details * Exceptional customer service skills * Organizing and planning * Multi-tasking and prioritizing * Negotiating and handling complaints to resolve conflict * Ability to work hours beyond the normal work week, including availability to attend evening and/or weekend meetings or events as required * Ensure user confidentiality WORKING CONDITIONS Work occurs in an office environment with a high degree of public and inter-departmental contact. On occasion, may be required to go onto a project site to get a full understanding of the work being proposed or done. This position requires long periods of sitting, as well as consistent visual concentration upon computer screens. Hours of work are scheduled within the core operating hours of 8:30 A.M.- 4:30 P.M., Monday through Friday. A normal work week is 37.5 hours.
