Description Summary: The Instructional Systems Design (ISD) Team Lead is an integral part of the vendor’s team that acts as a conduit between the Parent Company and the FBI to maintain a harmonious relationship. The Team Lead is responsible for coordinating various activities between multiple projects without directly managing them. They work with various industries and various skillsets to ensure that specific project goals are being met. Essential Functions: · Align projects with agency goals. The TL will ensure that the program and individual teams are aligned with the agency's strategic objectives. · Manage resources and risk. The TL will assist in developing strategies and objectives for the program. They also assist in formulating new tactics. · Streamline processes. The TL will assist in streamlining internal processes and define best practices for the program. · Evaluate performance. The TL may oversee and evaluate the performance of the other labor categories and/or other contractor personnel on the contract. · Resolve Issues. The TL may be required to resolve cross skill-set issues and strategic issues with agency/department stakeholders. · Monitoring processes to stay updated on any changes to the contract. · Troubleshooting potential challenges related to contract monitoring, personnel issues, and /or suggestions on personnel changes · Assisting in developing solutions to contractual disparities. · Coordinate activities across multiple projects and teams to ensure timely and effective delivery of program outcomes. · Provide functional leadership and oversight to Instructional Systems Designers (ISDs), ensuring quality, consistency, and adherence to ISD standards. · Act in a dual-capacity role as an Instructional Systems Designer when required, including curriculum design, development, and evaluation. · Apply and oversee the use of the ADDIE (Analysis, Design, Development, Implementation, Evaluation) model across all instructional efforts. · Review and validate instructional products to ensure alignment with learning objectives, job task analyses, and assessment strategies. · Support resource planning, budget awareness, and funding coordination across the program. · Identify, assess, and manage program risks; assist in developing mitigation strategies and solutions. · Assist in developing program strategies, objectives, and continuous improvement initiatives. · Streamline internal processes and establish best practices for instructional design and program execution. · Monitor and evaluate performance of contractor personnel and labor categories supporting the contract. · Resolve cross-functional and cross-skill-set issues in collaboration with stakeholders and leadership. · Provide support in contract monitoring activities and remain aware of changes impacting performance. · Troubleshoot challenges related to personnel, program execution, and contract requirements. · Provide recommendations to the program manager regarding personnel and contractual improvements. Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. Physical Demands: This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets, and bend or stand on a stool, as necessary. Position Type/Expected Hours of Work: This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. Occasional evening and weekend work may be required as job duties demand. Requirements Required Education and Experience: · Bachelor’s degree in Instructional Design, Education, Business, or related field, or equivalent experience. · 10+ years of leadership experience supporting federal or large-scale programs. · Experience coordinating multiple projects or programs within a government environment. · Demonstrated experience applying ISD methodologies, including the ADDIE model. · Experience with ISD methodologies preferred. · Prior experience designing technical coursework or leading technical teams highly preferred. Preferred Education and Certifications · Demonstrated ability to work across multiple disciplines and stakeholder groups. · Experience reviewing and validating instructional content and mentoring ISD personnel preferred.
