Job Summary Vantage Point Consulting is seeking a full-time Instructional Systems Designer (ISD) to support a large-scale transportation workforce modernization initiative. The ISD will design high-quality, data-informed training materials that enhance technical, safety, and operational performance across a diverse workforce. This role requires a professional who can apply the ADDIE model to conduct task analyses, develop engaging instructional materials, evaluate training effectiveness, and collaborate with subject matter experts in maintenance, operations, and safety. You’ll produce accessible, SCORM-compliant, and standards-aligned content that meets industry, federal, and organizational requirements. Job Responsibilities will Include: Conduct comprehensive training needs analyses and job/task analyses to identify performance gaps and define measurable learning objectives. Design and develop instructional content for instructor-led, virtual, and computer-based formats, grounded in adult learning theory and accessibility standards. Develop course design documents, lesson plans, facilitator and participant guides, storyboards, and performance assessments. Collaborate with subject matter experts (SMEs) in operations, safety, and maintenance to accurately translate technical procedures into effective learning materials. Ensure compliance with Section 508 and WCAG 2.2 standards and produce SCORM-compliant eLearning deliverables for LMS integration. Evaluate training programs by collecting learner feedback, analyzing outcomes, and recommending refinements for continuous improvement. Maintain detailed documentation, version control, and content audit trails per project and client requirements. Support alignment of learning materials with regulatory, safety, and industry certification standards. Key Skill Requirements Mastery of adult learning principles, instructional design models, and eLearning development tools. Proficiency with ADDIE methodology, learning evaluation (Kirkpatrick Levels 1–3), and applied performance analysis. Strong analytical, writing, and communication skills. Ability to manage multiple development projects and timelines. Demonstrated experience working in technical, regulated, or operational environments (transportation, aviation, utilities, manufacturing, or similar). Familiarity with accessibility standards and best practices in learning design Key Tools & Platforms Adobe Captivate (Classic and/or New version) Adobe Creative Cloud (InDesign, Illustrator, etc.) Microsoft Office Suite (PowerPoint, Excel, Teams) Learning Management Systems (LMS) SCORM authoring and digital accessibility tools Education & Experience Bachelor’s degree in Instructional Design, Education, or related field 3+ years of experience in instructional systems design or curriculum development Experience designing training for technical or operational environments Familiarity with WCAG 2.2 accessibility standards Experience collaborating directly with SMEs and project managers Preferred Master’s degree in Instructional Design or Education Project Management Certification (PMP or equivalent) Experience designing for transit, transportation, or technical workforce programs Additional Information Work is primarily remote within the United States, with occasional travel for on-site meetings or facilitation sessions in the Washington, D.C. area. Candidates must be U.S. Citizens and able to pass standard background checks. Position supports an ongoing multi-year contract with opportunities for professional growth and long-term engagement. Location: Remote (with occasional travel to Washington, D.C. area) Employment Type: Full-Time Compensation: $58,000–$65,000 annually (for full-time W-2 employment) or $30–$38 per hour (for 1099/independent contractor arrangement).
