Position Summary  This position is funded by a grant for a duration of time as defined by the grantor.     This position works under the general supervision of the Manager for client enrollment, education and outreach, and program compliance and support activities necessary to implement and maintain a Lead-Based Paint Hazard Reduction and Healthy Homes program.    Pay Grade: 48  Salary Commensurate with Experience and Education     Minimum Qualifications    * Three (3) years of experience in health promotion, outreach or administration, or education, AND  * Bachelor’s degree from an accredited college or university in public health, health promotion, education, humanities, social sciences, social work, or closely related field, OR  * An equivalent combination of related education and/or experience.  * PROOF OF EDUCATION, TRAINING AND/OR EXPERIENCE IS REQUIRED.    Duties and Responsibilities    * Processes client applications by communicating with applicants, screening for program eligibility, and verifying income and property ownership information.  * Prepares and processes contracts, amendments, resolutions, and agreements related to program operations.  * Maintains the lead-safe housing registry and coordinates confidential client records with the Shelby County Health Department.  * Conducts community education and outreach activities to promote healthy homes and lead poisoning prevention and recruit clients for program enrollment.  * Collaborates with community partners, agencies, nonprofits, and healthcare providers to support outreach and referral efforts.  * Assists applicants with completing program applications and gathering required eligibility documentation.  * Tracks program benchmarks, updates performance measures in program databases, and supports preparation of grant and program performance reports.  * Participates in required training sessions to maintain compliance with program and grant requirements.  * Performs other related duties as required or directed.   KSAs    * Knowledge of applicable EPA and HUD regulations, standards, and guidelines for healthy homes, lead hazard control.   * Practical knowledge in applying public relations skills to a complex set of regulations, guidelines, and standards associated with healthy homes and lead hazard control activities.   * Strong time management, oral and written communication, and organizational skills.   * Ability to contribute both independently and as a team lead.   * Ability to multitask, prioritize duties, and pay exceptional attention to detail.   * Ability to effectively communicate with a diverse population.   * Substantial skills and abilities in coordinating and communicating program requirements, limitations, and application procedures with the public.   * Proficient in Microsoft Office (Word, Excel, PowerPoint, and Access) and the County’s software applications.   Special Requirements    * Must possess a valid Tennessee driver's license by date of employment or secure one by date of employment.  * Must have daily access to an operable automobile and meet county requirements for automobile insurance upon date of employment.   * Must possess valid certifications from the State of Tennessee, HUD, and EPA on Lead Paint Hazard Testing, Risk Assessment, and Hazard Control Techniques within six (6) months from employment date if not already certified in these areas.   * Must be available weekends and/or after regular work hours.   * Must maintain all required certifications throughout the duration of employment.    Disclaimer  This position is subject to a background check for any convictions that have a substantial relationship to potential job duties. The residency requirement shall not apply to certain public safety/civil service employees. This means exemption from this policy is in effect for the following departments and positions: (1) Sheriff Deputy Patrol Officers, Deputy Jailers and Dispatchers, employed by the Sheriff Department, (2) Correction Officers employed by the Division of Corrections, (3) Firefighters, Paramedics and Dispatchers employed by the Shelby County Fire Department. The residency exemption for public safety/civil service employees does not include appointed positions with the Sheriff’s Office, Division of Corrections, or the Fire Department.
