About the role In this role, you will undertake independent reviews of complaints escalated under Council’s Complaints Policy, assess and determine infringement appeals, and conduct internal reviews of administrative decisions where review rights apply. You will play a key role in ensuring decisions and processes are transparent, fair, and aligned with legislative and policy requirements. Working closely with the Lead Integrity & Review Officer, you will also contribute to integrity-related reviews, assessments, and investigations, helping to uphold high standards of accountability and good governance across Council. Through your sound judgement, analytical skills, and commitment to procedural fairness, you will support the timely, impartial, and consistent resolution of complex matters, contributing to community confidence in Council’s decision-making and services. Key responsibilities include: * Consider and determine appeals against infringements issued by Council. * Carry out internal reviews of complaints, decisions, actions or services of City staff, including matters escalated under the Council Complaints Policy. * Liaise with the Victorian Ombudsman in relation to requests for information. * Contribute to a range of activities in internal and infringement reviews to develop and implement solutions in line with department strategy and plans. * Provide support to the Lead Integrity & Review Officer in the assessment of integrity‑related reviews, investigations and coordination of responses as required. * Provide subject matter advice when required to the department leaders and other relevant stakeholders. * Maintain relationships with relevant internal and external stakeholders by communicating information and updates clearly, concisely, and professionally. About you To be successful in this role, you will have relevant tertiary qualification in law, business management or a related discipline, or lesser formal qualifications with proven experience in reviewing appeals and/or decisions and investigating or handling complaints. Essential Experience: * Well-developed decision making capability, including the ability to remain impartial, apply sound judgement, analyse complex and competing issues, and clearly articulate defensible reasons for decisions. * Strong knowledge of, and ability to interpret and apply, relevant legislation, policies and statutory frameworks (including the infringements framework) to exercise discretion fairly, consistently and in accordance with compliance and best practice requirements. * High level attention to detail with the capacity to quickly and accurately analyse relevant facts, assess options and recommend appropriate outcomes. * Understanding of organisational strategy, values and objectives, with the ability to translate these into clear, actionable steps in a complex or evolving environment, and a demonstrated commitment to the Council’s Code of Conduct and values. * Political awareness, resilience and sound judgement to operate effectively in a sensitive and dynamic organisational environment, including the ability to work proactively and confidently with limited guidance. * Obtain and maintain a valid Victorian Working with Children Check.
