The incumbent will become knowledgeable in all program areas and function as a liaison between various divisional offices, government departments and outside law enforcement agencies, assisting them with intelligence products and support. The incumbent will alert the Director of any real or reasonably anticipated issues/problems that may have strategic, political, or significant operational ramifications as identified through the nature of their work or contact with other staff, stakeholders, or clients.

Qualifications:

Essential:

• Experience liaising with law enforcement and government agencies
• Experience in law enforcement investigative procedures and in-depth knowledge of the intelligence cycle (planning, collection, evaluation, collation, analysis, and dissemination) and methodology
• Experience working with highly confidential material, including ‘third party rule” information with a high degree of judgment and discretion
• Knowledge of privacy legislation (e.g., FIPPA and PHIA) and understands principles of protecting informants and the integrity of on-going investigations
• Excellent interpersonal skills to build collaborative relationships
• Excellent written communication skills and ability to author comprehensive reports
• Excellent verbal communication skills to conduct presentations and training.
• Demonstrated ability to use a range of analytical software tools, including record management systems and intelligence databases in compliance with governing policies and legislation.
• Experience and proficiency with Microsoft office programs, such as Word, Excel, PowerPoint, and Outlook or compatible software applications
• Strong organizational skills with the ability to work under pressure and meet workload demands and deadlines

Desired:

• Demonstrated research skill and high level of acumen for collecting and interpreting complex data to map an appropriate course of action. This includes risk assessments, deploying the correct investigative tools/methods, producing reports, and appropriately disseminating confidential/protected information
• Demonstrated ability to work independently by designing and implementing investigative plans, analytical techniques, data collection/organization strategies, and enforcement strategies

Duties:
Reporting to the Director, Manitoba Criminal Intelligence Centre, the incumbent will work within a specialized office staffed with criminal intelligence experts and personnel from police services and other law enforcement related organizations who engage in the collection, storage, analysis, and use of criminal intelligence.
