POSITION OVERVIEW

The Illinois Department of Commerce and Economic Opportunity, Office of Trade and Investment is seeking to hire a Methods and Procedures Advisor. This position will work closely with the management team to develop and coordinate the office’s program performance measures, track and report client data relative to trade and investment programs, and track and report on relevant export, import and investment statistics. The Illinois Office of Trade and Investment is charged with promoting Illinois internationally as a place to expand one’s business, provides export assistance and facilitates bilateral engagement with foreign governments. Illinois is a top exporting state, and as such also provides financial resources to exporting companies through the ISTEP program. MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in public administration, accounting, industrial relations, prelegal or personnel management.
  • Requires two (2) years of professional experience in public administration, business management or accounting.

PREFERRED QUALIFICATIONS

  • Prefers advanced experience utilizing client database management systems.
  • Prefers two (2) years of experience organizing facts and findings, presenting such information orally and in written formats such as briefs, memoranda, summaries, research reports, or regulatory bulletins.
  • Prefers two (2) years of experience establishing and maintaining public contacts and working relationships with agency officials and representatives of external organizations.
  • Prefers two (2) years of experience analyzing, appraising, evaluating, and solving complex procedural, organizational, administrative, and technical problems.
  • Prefers two years of experience developing and completing work projects.
  • Prefers advanced experience and proficiency utilizing spreadsheets, word processing, email, and cloud-based collaboration platforms.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends to accommodate international time differences and/or participate in events outside of normal working hours.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.

Responsibilities
  • Liaisons with the Office of Trade and Investment (OTI) management in developing and coordinating the Office’s program performance measures, goals, and objectives.
  • Confers with OTI senior management and DCEO’s information technology team to develop manual data collection methods for reporting and tracking program activities and performance measure data.
  • Coordinates the collection, and reporting of program and client data, including client reimbursements, statistics and recruitment databases for OTI’s global network of offices and staff.
  • Writes and maintains policies and procedures governing the utilization of the OTI electronic data-base and provides technical assistance, training, and support to OTI foreign and domestic staff.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
