Description
Our client, The East African Crude Oil Pipeline (EACOP) is a major midstream development spanning Uganda and Tanzania. It includes the construction and operation of a nearshore Marine Tanks and Terminals (MTT) facility in Tanzania. Once completed, the EACOP Company will operate a 1,443 km electrically heated crude oil export pipeline, transporting crude oil from Kabaale–Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for export to international markets. The IT Infrastructure & Data Protection Officer (DPO) will be responsible for overseeing EACOP’s transversal IT infrastructure and enterprise services across Uganda and Tanzania, ensuring the availability, security, performance, and continuous improvement of hosting environments, cloud platforms, and business-critical systems. Based in Dar es Salaam with regular missions across both countries, the role operates in a highly collaborative and cross-functional environment, supporting and interacting with all EACOP end users, estimated to reach approximately 800 personnel at peak operations. The position also serves as the designated Data Protection Officer for Tanzania, ensuring compliance with applicable data protection and privacy regulations, implementing data governance frameworks, safeguarding personal data, managing privacy risks, and promoting best practices in information security and data protection throughout the organisation. Principle Responsibilities 1. Infrastructure & Services Governance Oversee enterprise IT services (servers, cloud platforms, storage, Microsoft 365) Ensure availability, performance, and reliability of IT platforms Define and standardize infrastructure architectures 2. Cybersecurity & Risk Management Enforce cybersecurity controls (IAM, backups, DRP, patching, vulnerability management) Identify and mitigate IT risks Contribute to Business Continuity Planning 3. Data Protection Officer (DPO) Responsibilities Ensure compliance with Tanzanian data protection regulations Implement and maintain data privacy policies and procedures Conduct Data Protection Impact Assessments (DPIA) Manage data breach incidents and reporting Act as point of contact with regulatory authorities and stakeholders 4. Transversal Coordination Support IT projects (infrastructure, applications, digital transformation) Ensure alignment between corporate IT standards and local needs 5. Compliance & Audit Prepare and support IT and data protection audits Maintain documentation (policies, procedures, registers) Keep up-to-date data processing records 6. Vendor Management Manage infrastructure and cloud provider Ensure contractual compliance, especially on data protection clauses 7. Reporting Provide regular reporting on infrastructure performance, security, and data protection Present KPIs and risk indicators to management Accountability: The Business Systems Administrator assists the business in defining and modeling their needs, constraints, and requirements. As a functional specialist, analyzes the needs of the business lines, verifies the adequacy of the Information Systems and Technology (IST) supporting the activities of the business, and proposes innovative solutions (process and / or technical) to meet the needs in Workday and FIS.
