JOB DESCRIPTION

Jefferson is seeking an IT Acquisition Specialist/Consultant to support the National Information Technology Operations and Application Development (NITOAD) branch within the Defender Services Office (DSO), the Administrative Office of the United States Courts (AOUSC). This position requires experience with the acquisition of IT services such as 1) Cloud software-as-a-service (SaaS) solutions; 2) on-premise hardware and software solutions including maintenance renewals; 3) IT architecture and engineering contract engagements; 4) cybersecurity contract; and 5) IT compliance and security.
This role will be onsite/hybrid at least 3 days per week at the National Information Technology Operations and Application Development (NITOAD) branch offices in San Antonio, TX. Additional on-site support may be required. (8:00 AM – 5:00 PM CT, Monday–Friday, excluding Federal holidays).
The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

REQUIRED QUALIFICATIONS:

  • At least seven (7) years of information technology federal acquisition experience, demonstrating familiarity with and an understanding of various SaaS solutions, and extensive experience in developing/writing requirements package documents including SOW/PWS/SOO, QASP, Market Research Reports, IGCEs, acquisition strategy documents, and sole-source justification documents.
  • Demonstrated experience with the following IT acquisitions: Commercial Off-the-Shelf software; Cloud SaaS solutions; IT contract support services; Cybersecurity contract support services; IT server, storage, backup, and network hardware.
  • Experience with translating technical requirements into a SOW, PWS, or SOO including a QASP with performance standards.
  • Experience collaborating with technical teams to develop technical and programmatic requirements.

PREFERRED QUALIFICATIONS:

  • Federal Acquisition Certification for Contracting Officer’s Representatives (FAC-COR) Level II or III
  • Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) with IT Core-Plus Specialization.
  • Project Management Professional (PMP) Certification
Responsibilities
  • Gathering requirements from technical offices, program managers, and Contracting Officer’s Representatives (CORs).
  • Draft and support technical offices in development procurement packages, including SOW/PWS/SOO, QASP, Market Research Reports, IGCEs, acquisition strategy documents, and sole-source justification documents.
  • Define performance standards.
  • Coordinate with Contracting Officers to finalize procurement documents for solicitation.
  • Support the evaluation of proposals.
  • Draft post-award documentation.
  • Support tracking of post-award financials and performance.
  • Partner with CORs and Contracting Officers to address needs and challenges.
  • Develop and maintain a catalog of services.
  • Provide a wide variety of support to CORs.
