JOB SUMMARY

Paid Leave is a new program launching for Minnesotans in 2026 at the Department of Employment & Economic Development (DEED). It provides paid time off when a serious health condition prevents you from working, when you need time to care for a family member or a new child, for certain military-related events or for certain personal safety issues. DEED is standing up a division to implement and run the Paid Leave program. The Paid Leave division is purchasing and building software solutions. They are following Agile Product management with product scrum teams. This position will be a scrum master/project manager, helping the business to drive successful implementation of software product solutions, for example the Staff Experience Workstream, for the Paid Leave program and Minnesota IT Services (MNIT) at DEED. This position would be responsible for the project management and scrum master tasks, e.g., creating plans and roadmaps, monitoring the work and making sure the three pillars of project management (scope, cost, and schedule) are met.
This position exists to formally project manage the development, enhancement or retirement of complex information technology & business area solutions, systems, processes and services delivered on a statewide basis. Included are technologies that span the complete spectrum of IT systems, solutions and processes to support, and enhance foundation infrastructure, services, systems and enterprise software applications.
The incumbent will be the focal point for project initiation, planning, execution, control and closure using industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK) and by MNIT.
The incumbent ensures quality and consistency across multiple projects in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices. The end goal of the position is the successful delivery of projects in a consistent and documented manner.
This position requires an employee to be onsite at 180 5th Street E, Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

This position requires a minimum of four (4) years of experience in performing IT project management functions.
Experience must include:
- Experience reporting on project activities during all phases of the project lifecycle.
- Experience to include managing all aspects of the design, development, and implementation of IT projects.
- Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
- Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
PREFERRED QUALIFICATIONS
- Experience working as a scrum master with Agile methodology, scrum ceremonies, and Kanban.
- Experience with Product Management and interfacing with a Product Owner doing Product development.
- Ability to facilitate group discussions that drive decision-making.
- Ability to work with diverse, remote teams, to motivate and develop team members, promote and acknowledge team accomplishments, and resolve interpersonal conflict.
- Experience with IT procurement processes, including creating procurement documents and implementing Custom Off the Shelf (COTS) or Software as a Service (SaaS) IT solutions for the business.
