QUALIFICATIONS:

  • 4 Years of relative experience plus a Bachelor’s Degree.
  • Proven experience in enterprise architecture and alignment of EA initiatives with federal and industry standards.
  • Strong analytical skills to establish and maintain a clear line of sight from strategic goals to architectural solutions.
  • Experience with cloud architectures, including AWS and Azure, and a vendor-agnostic approach.
  • Expertise in developing and maintaining architecture repositories and related documentation.
  • Ability to facilitate collaborative governance bodies and support technology adoption across large organizations.
  • Familiarity with security architecture principles and best practices to protect enterprise digital infrastructure.
  • Excellent communication and collaboration skills to engage stakeholders at all organizational levels.
Responsibilities
  • Provide specialized EA expertise to support the NIH EA strategy, ensuring alignment with federal guidance (e.g., FISMA, OMB, NIST) and industry best practices.
  • Collaborate with NIH Institutes and Centers (ICs) to create and maintain an NIH strategic plan that aligns with HHS strategic objectives, NIH policies, and business strategies.
  • Establish and maintain a clear line of sight from NIH strategic goals to infrastructure solutions, ensuring alignment and traceability.
  • Develop and maintain an Enterprise Architecture Repository for NIH, updating and maintaining data submissions to the HHS EA Repository as required.
  • Create standards documentation, guidance, manuals, and training materials to support the standard technology stack in the EA repository.
  • Support digital-NIH initiatives by setting up and facilitating the NIH Enterprise Architecture Subcommittee (NEAS) to review and adopt new technologies across NIH.
  • Provide a cloud-smart approach to architecture initiatives, ensuring flexibility and vendor neutrality, with alignment to NIH OCIO goals and use of both AWS and Azure services.
  • Create and maintain an NIH OCIO EA encompassing Business, Application, Technology, Data/Information, and Security architectures, ensuring alignment with NIH policies and strategy.
  • Support the principles of democratizing EA by making the EA repository and models accessible to all levels of the organization, enabling crowdsourcing of information gaps, and creating a single source of truth for enterprise information.
  • Drive optimization of the enterprise by reducing duplication, lowering maintenance costs, and maximizing ROI, including evaluating technology exit costs.
  • Develop and maintain security architectures and comprehensive security solutions to protect NIH’s digital infrastructure and assets. Analyze existing security measures, identify vulnerabilities, and create strategies to mitigate risks while tailoring security frameworks to NIH’s business objectives.
