  IT Business Analyst Permanent Appointment  Regina Head Office   The successful applicant will be required to move to the position.   Job Summary: The Business Analyst plays a central role between business teams and IT team to ensure alignment of capabilities delivered by the information technology team to the needs of the business. Provides support from initiation to the time where benefits of business cases are realized, and serves as a “translator” between business and IT.  Regularly works with problems or initiatives to achieve clearly defined requirements, bridge gaps where information is limited and/or complex. Requires to maintain respectful and collaborative working relationships with WCB employees at all levels through integrity, influential leadership, diplomatic and tactful communications.    The Business Analyst assists with the analysis, preparation and documentation of business cases for technology solutions. Collaborates with stakeholders to document requirements, provides clarification on questions related to systems / sub-systems and process requirements. Performs testing of information system modules, sub-systems and technology solutions. Collaborates with business to develop user acceptance testing plan and ensure to execute them as per the stated objectives. Plan and deliver training to ensure smooth transition.  Develops methods to track and report business case benefits realization metrics along the project lifecycle implementation.   Duties & Responsibilities: 1. Define and understand a wide range of complex business problems.  Perform technology gap analysis to identify technology capabilities required to solve business problems.  2. Lead and/or contribute towards the analysis, preparation and documentation of business cases for technology solutions.  Ensure business benefits and benefits realization key performance indicators (KPIs) are clearly defined before implementation.  3. Validate and measure whether requirements and technology solutions produced the intended business benefits.  Manage all aspects of business case benefits realization framework including development of processes and tools to collect benefits realization KPI’s and visual illustrations of benefits realization progress.  4. Identify internal and external stakeholders and work with them to elicit and understand their requirements for technology solutions.  Maintain ongoing collaboration and communications with stakeholders during all business analysis activities.  5. Progressively analyze, refine, prioritize, and organize requirements. Develop visual models and documents to assist stakeholders and team members in getting a better understanding of requirements. 6. Collaborate with stakeholders to define transition requirements, as well as develop and execute a training plan to enable user adoption of new technology.  Provide training and presentation of technology solutions upon request.  7. Perform all aspect of system testing for projects and production support tickets. Lead and/or contribute to the preparation of a User Acceptance Testing Plan, and assist business staff during the User Acceptance Testing Phase, and obtain business acceptance sign-off. 8. Develop and communicate plan on how to approach and monitor the business analysis effort. 9. Verify requirements to ensure they meet standards. Validate technical designs to ensure they fulfill requirements.    10. Manage and maintain up-to-date requirements throughout requirements lifecycle. 11. Support team members by clarifying requirements, business processes and rules, bridging gaps between business and technology teams, and providing training on business analysis. 12. Engage in self-study and develop a plan to stay up-to-date on the latest business processes, business rules, application functionalities and automation capabilities within business processes.  13. Implement, maintain and communicate configuration for security access and business workflows.   14. Provide production support for information technology systems.  15. Commit to professional development to acquire up-to-date skills in business analysis, testing, and software & SQL development. 16. Support daily management system.  Commit to continuous identification of opportunities to improve quality of deliverables, processes and tools.   Qualifications: University Degree in Computer Science or Electronic Engineering or related discipline.  Education is supplemented with a minimum of 3 years in a business analyst role within the past 10 years, and have demonstrated the knowledge, skills and abilities as indicated below. * Extensive experience in performing business analysis for complex Information Technology projects including but not limited to business case development, gap analysis, requirements elicitation and analysis, technical requirements documentation and management.  * Extensive experience in business process reengineering and visual modelling. * Extensive experience in software testing and user acceptance testing. * Up-to-date knowledge of business analysis framework (i.e: BABOK), business analysis techniques, and software testing techniques. * Knowledge of system design methodologies and information technology system architecture. * Skills in developing SQL queries. * Experience in Microsoft Visio, Excel, Word, PowerPoint, SharePoint, Requirements and Test Case Management Tool such as HP ALM. * Excellent written, verbal, communication and presentation skills with the ability to articulate ideas and concepts to technical and non-technical audiences. IIBA CCBA – Certification of Capability in Business Analysis and/or IIBA CBAP – Certified Business Analysis Professional would be considered an asset.    OR   Completion of a two year diploma in Computer Science or Electronic Engineering or related discipline from an accredited post-secondary education institution. Education will be supplemented with a minimum of 5 years in a business analyst role within the past 10 years and have demonstrated the knowledge, skills and abilities as indicated below.
