Job Description:
The Nebraska Department of Health and Human Services (DHHS) is looking for a skilled IT Business Systems Analyst to connect people, processes, and technology. You’ll lead discovery sessions, document workflows, create training resources, and partner with developers to deliver efficient, user-friendly systems. Your work will directly enhance the tools and services that support DHHS’s mission to improve lives across Nebraska.
This is a full-time, in-person position based at the Nebraska State Office Building in Lincoln.
The Nebraska Department of Health and Human Services does not sponsor or transfer non-immigrant work visas for these positions.
Examples of Work

Business Process Analysis:

  • Meet with business partners at the facilities the team supports to manage discovery sessions on their needs and understanding of a change request
  • Conduct ongoing meetings and sessions with each facility to better understand their workflows and how the applications the team develops could help support those processes and make them more efficient.
  • Where pertinent complete documentation of the various business processes especially where the document could be used for reference to understand future changes.
  • Provides the documentation gathered during discovery sessions to a developer on the team and meet with the developer to further answer questions or provide clarification to ensure the requirements are being met.

Automated Systems Support:

  • Document how a feature in the applications is intended to be used specifically for the most complicated features as a help documentation and a guide to end users
  • Provides training to end users for product features that require more training and not being conducted by the designated trainers. Training could be provided in person, through a recording or through release documentation.
  • Creates and maintains a library of training support material that can be used by the end users or other trainers.

Application Development:

  • Meet with the business partners to review needs and to collaborate in finding solutions in current software applications that may meet that need. May need to collaborate with the vendor to help find the possible solutions
  • Work with the developers to answer questions on requests that have been released to the developer. This may require them to follow up with the requestor for clarity
  • Develop Test plans for all requests that they would use to validate development and that would be shared with the end user to receive their acceptance of the proposed deliverables
  • Complete testing of new development before it is released to the end user for acceptance as well as test any new updated for the solutions that are installed or implemented by the solution vendor.

Requirements / Qualifications:
Minimum Qualifications: Post high school coursework, training, or experience in the analysis of business processes and system requirements, and the creation of business process applications.
Preferred Qualifications: Experience with developing test plans and conducting testing of applications to ensure the requirements for a change request is met. Experience meeting with end users and stake holders for an IT Solution to identify and document requirements in a way that is practical and can be used by an IT Developer. Good communication skills: direct communication that can be understood by end users. Able to establish working relationships that encourage open communications and ongoing dialogue that is positive and reliable.
Other: Position is located on-site at the Nebraska State Office Building in Lincoln. No remote work, no other office locations available.

  • Basic principles of basic business and organization planning
  • Techniques on how to meet customer satisfaction
  • Techniques on best approach in how to gather and document requirement information

  • Quick learner: able to teach themselves as well as share what they have learned
  • A good organizer

Abilities:

  • Proficient in their writing and ability to speak clearly that other would understand and accept what is meant to be conveyed
  • Able to observe an activity and logically identify a solution or identify the best approach that would result in customer satisfaction
  • Able to identify a problem or issue as well as develop or provide suggestions on the best way to mitigate the issue.
