CONTRACTUAL INFORMATION: Position Title: IT Operations Officer (Project Manager/Foundational Team Lead) Contract Type: Consultant, Level II Division: Information Technology Duty Station: Port Sudan, Sudan Duration: 11 months BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The Project Manager TEC Foundational Services Team Lead reports directly to the Head of TEC Unit (WFP Sudan) and is responsible for delivering efficient and effective IT systems and platforms that support WFP’s strategy, specifically under Foundational Services activities including, but not limited to, networking infrastructure, connectivity, cybersecurity, IT Service Desk, etc. In addition to leading the planning, implementation, and oversight of technology projects, the incumbent also leads the Foundational Services Team, which manages networking infrastructure and connectivity solutions. This role coordinates a systems engineering team, manages project timelines and resources, and develops scalable, reliable IT architectures that meet WFP business objectives in Sudan. ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive): Design, develop, implement and support new and/or ongoing and/or standalone projects, and business-as-usual (BAU) activities under Foundational Services areas of responsibilities, including networking infrastructure, connectivity solutions (VSAT, mobile, terrestrial, etc.), cyber-security, IT Service Desk and TEC Assets management. Lead and manage the Foundational Services team of WFP Sudan TEC Unit, monitoring performance, providing coaching, motivation, training and guidance to ensure appropriate development and enable high performance. Provide functional oversight and supervision of TEC Team Leads in all Sudan Field and Area Offices. Participate in the development of business and implementation plans, budgets and policies / procedures, and lead the deployment of IT systems aligned with business needs, in accordance with WFP corporate standards. Lead development and design of essential elements of IT systems and networks, ensuring appropriate data security and access controls considering both local and wide area network issues; enabling users to get maximum benefits from them. Select and implement cyber-security tools, policies, and procedures in conjunction with the corporate cyber-security team (TECI). In coordination with HQ and RBN Networking teams, monitor and coordinate implementation and testing of the new / emerging hardware and infrastructural (on-prem and Cloud based) solutions (such as Internet of Thigs (loT), Infrastructure as a Code (laaC), edge computing, containerization, machine learning, etc.) for improving and upgrading system performance and security; ensure installation of all technology upgrades as required. Develop technical specifications and tender documents, and manage contracts with service providers, to facilitate procurement of IT equipment and services at minimum cost, in line with WFP rules and regulations. Coordinate preparations of reports on IT activities, investments and costs, identifying trends/issues and proposing solutions to increase cost-efficiency. Maintain technical expertise and knowledge of industry developments and develop skills within specific areas of competence. Provide advice to managers and users to resolve complex issues, understanding their needs and ensuring IT policies, procedures, systems and tools are correctly applied to support them. Build capability of staff, collaborating with colleagues in the TEC division to design and deliver corporate training policies and program’s aimed at developing skills /knowledge in IT. Ensure effective coordination with other UN agencies to align activities and maximize possibilities of inter-agency collaboration in the field of IT. Maintain effective partnerships with colleagues and external partners, to foster information exchange and support to meet service requirements. Contribute to emergency preparedness and contingency planning, providing technical recommendations and monitoring the management of risks, so that WFP can maintain basic IT services and/or quickly respond and deploy resources to affected areas at the onset of a crisis. Prepare operational plans and manage resource requirements at the onset of an emergency. Monitor performance and ensure system availability and reliability in all of Sudan’s Field and Area Offices. Provide technical oversight and performance evaluation of TEC's lead personnel in all of Sudan’s Field and Area Offices. Work within established configuration and change management policies from HQ, to ensure awareness, approval and success of changes made to the network infrastructure. DELIVERABLES AT THE END OF THE CONTRACT: WFP Sudan TEC Unit’s Foundational Services Team with its sub-teams is successfully managed. All ongoing projects are managed successfully, services are within agreed levels, old or obsolete solutions / platforms / products are modernised and/or decommissioned on time. Support IT Infrastructure in Sudan and new developments. Cyber-security posture of WPF Sudan is up to the expectations and in accordance with HQ standards and recommendations. Established IT Procurement contracts. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Advanced university degree in Computer Science or another relevant field, or First University degree with additional years of related work experience or training/courses {specifically in Project Management). Experience: At least 5 years of progressive experience in the areas of Project Management and network engineering, IT solutions and platforms. Knowledge & Skills: Proven hands-on network engineering experience, including Cloud-based platforms and solutions. Proven hands-on Project Management experience Microsoft, CCNA or higher certification such as CCIE and/or CISSP is an added advantage Deep understanding of networking protocols (e.g.1 IPSEC, HSRP, BGP, OSPF, 802.11, QoS) Solid understanding of the OSI or TCP/IP model Solid understanding of cyber-security protocols, solutions, threats, etc. Hands-on experience with monitoring, network diagnostic and network analytics tools. Conversant with open-source Operating systems like Linux etc. Languages: Fluency in English. Knowledge of another UN official languages is an advantage.
