REQUIRED QUALIFICATIONS

  • Bachelor’s degree in Business, IT, or related field.
  • Proven experience leading a PMO function or managing a team of project managers.
  • Strong knowledge of portfolio management, governance, and reporting practices.
  • Excellent written and verbal communication skills, with the ability to engage senior leadership.
  • Proficient in Microsoft Office 365 suite; experience with portfolio/project management tools (e.g., Jira, Azure DevOps).

DESIRED QUALIFICATIONS

  • Familiarity with project management frameworks (PMI, PRINCE2, SAFe, Agile).
  • Strong influencing, negotiation, and conflict resolution skills.
  • Ability to balance strategic thinking with executional detail.
  • Clinical trial, logistics, or healthcare industry experience.
  • Knowledge of Clinical Trial Systems (EDC, IRT, CTMS) and regulatory requirements.

Responsibilities

JOB PURPOSE

The IT PMO Lead will oversee the successful management of the IT project portfolio and lead a team of project managers to ensure consistent, effective, and value-driven project delivery. This role will provide structure, governance, and reporting across the portfolio, enabling informed decision-making, effective prioritization, and alignment with business strategy. The PMO Lead will also act as a change agent, driving maturity in project and portfolio management practices and building strong partnerships across the business.

MAIN DUTIES AND RESPONSIBILITIES

  • Portfolio Governance & Oversight
  • Establish and maintain governance processes to ensure transparency, accountability, and consistency in project delivery.
  • Support prioritization of initiatives to align with strategic business objectives and available resources.
  • Monitor the health of the portfolio, escalating risks and issues to senior leadership as appropriate.
  • Team Leadership & Development
  • Manage, coach, and mentor a team of IT Project Managers, building delivery capability and fostering a culture of accountability and excellence.
  • Define roles, responsibilities, and expectations for PMO staff, ensuring career development and succession planning.
  • Facilitate collaboration across teams to share best practices and continuously improve delivery methods.
  • PMO Reporting & Communications
  • Develop and deliver regular portfolio reports and dashboards to executive leadership, providing visibility into project status, risks, financials, and benefits realization.
  • Standardize and enforce reporting, documentation, and communication processes across the PMO.
  • Drive consistency in project management practices, templates, and tools.
  • Project & Portfolio Delivery Excellence
  • Support project managers in resolving escalated issues and competing priorities.
  • Benchmark PMO performance and implement improvements to increase delivery efficiency and business value realization.
  • Ensure adherence to regulatory and compliance requirements (e.g., GxP, 21 CFR Part 11) for applicable projects.
  • Stakeholder Management
  • Partner with senior business and IT leaders to align project outcomes with organizational strategy.
  • Facilitate portfolio-level discussions to resolve conflicts, manage dependencies, and balance resources.
  • Promote collaboration and transparency across functions, acting as a trusted advisor to leadership.
