We are looking for an experienced and detail-oriented Design Lead/IT Programmer to lead front-end and back-end development with a focus on user-centered design, accessibility, and high-quality code delivery. You will work on federal digital service platforms to create intuitive, accessible, and scalable applications that serve real users with real needs.
Design Lead/IT Programmer must have a full understanding of the research approach and design patterns to be used by the development team and will be responsible for ensuring that the development team follows that approach. This person will have experience as a user experience researcher or designer.
You will work with multidisciplinary teams to ensure that database design, integration, and access align with user needs, system requirements, and federal standards.The ideal candidate is a skilled developer and a thoughtful design systems advocate who thrives in Agile environments and knows how to balance user needs, technical complexity, and federal compliance standards.

MINIMUM QUALIFICATIONS

  • 7+ years of experience in software development, programming, or architecture.
  • Extensive experience in UX/UI design and front-end development for modern browsers.
  • Proficiency with the Java ecosystem, responsive design, and mobile-first development.
  • Strong expertise in SQL, NoSQL, PostgreSQL, MySQL, MongoDB, or similar technologies
  • Experience designing data structures and APIs for modern cloud-based applications.
  • Experience with database design, best practices, and performance; Solid experience in RESTful API development and service design.
  • Familiarity with cloud data services (e.g., Amazon RDS, DynamoDB, Azure SQL).
  • Proficiency in scripting languages such as Python, JavaScript, or Shell for data manipulation and integration.
  • Experience working in Agile/Scrum teams and integrating design workflows into sprint cycles.
  • Experience creating and using design artifacts such as user stories, journey maps, and flowcharts.
  • Demonstrated ability to facilitate user research and communicate findings to guide development.
  • Strong written communication skills for technical documentation and stakeholder engagement.

PREFERRED QUALIFICATIONS

  • Experience supporting federal government digital services or mission-driven IT environments.
  • Familiarity with tools such as Figma, Mural, Jira, Confluence, GitHub, and testing frameworks.
  • Certifications such as AWS Certified Developer – Associate or equivalent cloud credential
Responsibilities
  • Lead the architecture, development, and maintenance of secure, high-performance digital service platforms.
  • Design and implement data models, schemas, and workflows optimized for cloud-based environments (e.g., AWS, Azure).
  • Collaborate with product managers, developers, and DevSecOps engineers to ensure data design supports user and technical requirements.
  • Ensure compliance with federal standards including FISMA, Section 508, and applicable data governance policies.
  • Guide the creation of RESTful APIs, backend services, and integrations that support dynamic user-facing applications.
  • Maintain and contribute to technical documentation, including READMEs and system architecture references.
  • Develop data visualizations that support user understanding and decision-making.
  • Collaborate with product managers, researchers, and developers to integrate user feedback into iterative design and development cycles.
  • Utilize tools like wireframes, sitemaps, user flows, and journey maps to guide product decisions.
  • Drive accessibility and inclusive design across all digital product components.
  • Communicate risks, blockers, or technical concerns proactively with the delivery team and stakeholders.
  • Champion the reduction of design and technical debt through thoughtful research and planning.
  • Mentor junior engineers and contribute to overall system design discussions.
  • Support Agile teams with rapid prototyping and iteration of solutions.
