IT PROJECT CONTROLS SPECIALIST:

On behalf of our client, Procom is searching for an IT Project Controls Specialist for a contract role.

IT PROJECT CONTROLS SPECIALIST - JOB DESCRIPTION:

The IT Project Controls Specialist will be part of a team building a Center of Excellence in IT Project Estimating, Planning, Budgeting, and Forecasting. The role involves developing and refining estimates throughout the Software Development Life Cycle and contributing to the creation of standardized templates and tools for improved financial governance.

IT PROJECT CONTROLS SPECIALIST - MANDATORY SKILLS:

  • Advanced Excel skills (must be able to build dynamic models, use complex formulas, pivot tables, lookup functions, and visualizations)
  • Deep expertise in IT project estimating from ideation through delivery
  • Strong working knowledge of IFRS, especially around capital vs. operating expense classification in IT projects
  • Solid understanding of AFUDC and its application in capital project planning
  • Experience producing S-curves, earned value analysis, and financial forecasting models
  • Understanding of project lifecycles, including SDLC and Agile/hybrid delivery models
  • Excellent communication skills with both technical and executive audiences

IT PROJECT CONTROLS SPECIALIST – NICE-TO-HAVE SKILLS:

  • Experience working in regulated industries (e.g., utilities, telecom, energy, government)
  • Exposure to Power BI, Tableau, or other data visualization tools
  • Accounting or financial designation (CPA, CMA) is not required, but familiarity with financial accounting principles is essential
Responsibilities
  • Lead development of early-stage benchmark estimates based on idea-level information.
  • Refine estimates and budgets through each stage of the project lifecycle (Concept, Planning, Execution, Closeout).
  • Establish and maintain S-curves, earned value metrics, and forecasting models.
  • Track and analyze plan vs. actuals and proactively identify variances and trends.
  • Provide actionable insights to Project Managers, Delivery Leads, and Portfolio Owners to support financial health and predictability.
  • Create, refine, and maintain templates for estimating, budgeting, and forecasting in Excel.
  • Partner with the PMO and IT Finance teams to ensure consistency and alignment with financial planning cycles and reporting standards.
