Why does the job exist?
This position exists to ensure that technology-related initiatives¿including systems, infrastructure, business operations, and program services¿are effectively planned, managed, and delivered. The IT Project Manager III leads projects through all phases of the lifecycle, ensuring alignment with agency priorities, adherence to scope, schedule, and budget, and achievement of defined outcomes. This position reports directly to the Division¿s Chief Information Officer (CIO). The role facilitates coordination among internal teams, vendors, and stakeholders to promote transparency, accountability, and integrated execution. Responsibilities include tracking progress, managing risks, supporting governance reporting, and communicating status to leadership. As initiatives grow in complexity, this position brings the structure and expertise needed to support cross-functional planning, technical integration, operational readiness, disaster recovery preparedness, and long-term sustainability. The IT Project Manager III also contributes to organizational development through process improvement, staff mentorship, and the advancement of secure, modern, and mission-aligned technology solutions.
How does it get done?
30% ¿ Lead and Manage the Full Project Lifecycle
Plan, execute, and oversee all phases of the project lifecycle¿initiation, planning, execution, monitoring and controlling, and closure¿in accordance with PMP® best practices. Define and manage project scope, schedules, budgets, quality standards, resource assignments, and risk mitigation plans. Lead diverse projects spanning IT systems, infrastructure, business operations, and program services to ensure alignment with agency goals and strategic priorities.
20% ¿ Coordinate Stakeholders, Vendors, and Cross-Functional Teams
Promote collaboration across internal divisions, IT personnel, external vendors, and other stakeholders. Oversee procurement activities, vendor selection, and contract management. Facilitate stakeholder governance and communication planning. Ensure coordinated execution, stakeholder alignment, and compliance with agency and regulatory requirements.
20% ¿ Facilitate Knowledge Transfer, Process Improvement, and Mentorship
Lead project closeout activities, including transition planning, documentation of lessons learned, and formal post-implementation reviews. Support continuous improvement of project delivery methodologies, change management processes, and operational practices. Provide mentorship and coaching to team members managing smaller or less complex initiatives.
15% ¿ Monitor, Report, and Control Project Performance
Manage project performance by tracking key indicators, such as budget, schedule, deliverables, and risks. Maintain change control processes and provide regular status updates and performance reports. Ensure alignment with fiscal, operational, and compliance standards.
10% ¿ Support Technical and Operational Readiness
Contribute to the planning and execution of system implementations, replacements, integrations, infrastructure upgrades, and disaster recovery planning and exercises. Ensure technical solutions and business processes are deployment-ready, thoroughly documented, and aligned with long-term operational objectives. Attend technical or business meetings, as assigned, to support project coordination and readiness across IT, business, and program functions.
5% ¿ Perform Other Duties as Assigned
Provide additional project support or agency assistance as required. This may include contributing to training efforts, facilitating stakeholder communications, documenting workflows or system changes, or supporting high-priority cross-functional efforts.

Minimum Qualification
Bachelor’s Degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and six (6) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. CAPM/PMI-ACP certification may be substituted for one (1) year of experience. PMP/PgMP certification may be substituted for two (2) years of experience.

Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display terminal (VDT) and extensive personal computer and phone usage. Some travel may be required. Ability to lift up to 50 lbs. This position is required to respond to New Mexico Department of Health staff, and the New Mexico Department of Health Operation Center in an event of a disaster or emergency.
