JOB DESCRIPTION:

The Nebraska Department of Health and Human Services is seeking an experienced IT Supervisor to guide a talented team of developers at the Nebraska State Office Building in Lincoln. In this leadership role, you’ll oversee the full spectrum of application development—from analysis and design to implementation and support—while shaping standards, mentoring staff, and ensuring critical systems meet the needs of our agency and the communities we serve. REQUIREMENTS / QUALIFICATIONS:

Minimum Qualifications: A bachelor’s degree or equivalent in computer science, information systems, mathematics, engineering or other related field and two years of experience in a related information technology discipline (network infrastructure, coding, systems or database); experience can be substituted for education on a year for year basis, one year of which as a project coordinator, leader, or supervisor.

PREFERRED QUALIFICATIONS:

  • Experience with supervising staff, particularly IT technical and business analyst professionals.
  • Experience with leading systems development, maintenance and operations processes including but not limited to requirements, design, testing, change management, production support, customer service, and help desk operations.
  • Experience with the systems development life cycle (SDLC) including planning, analysis, requirements gathering, development, testing, and implementation processes.
  • Experience with agile, waterfall, and hybrid SDLC methods.
  • Experience with large scale information technology environments.
  • Experience with professional development and mentoring/coaching staff.
  • Experience with complex problem solving and complex system analysis and design.
  • Experience with project management and project management methods.
  • Experience with responding to audits from a variety of oversight and audit entities, particularly for systems development, maintenance and operations processes and procedures.
  • Experience with process improvement using methods such as Lean and Six Sigma.
  • Experience managing and monitoring contracts and relationships with IT Vendors.
  • Experience with state procurement processes and IT vendor/contract management.
  • Experience in creation and support of project plans for team tasks and resources

Responsibilities
  • Full supervisory duties for a staff of IT development professionals.
  • Manage, direct, and support all aspects of DHHS applications team including the analysis, requirements, design, development, testing, implementation, and production support activities of the team.
  • Establish and direct systems development, project management, change management, release management, and production support standards, processes, and procedures.
  • Develop and maintain sufficient staff, properly trained with the right combination of skills.
  • Personnel activities and actions, including but not limited to: assign duties, hiring, performance evaluation, grievances and discipline.
  • Preparing work plans to accomplish the IT projects of Applications Development to include allocation of resources.
  • Identify and sponsor process improvement initiatives in support of continuous process improvement goals.
  • Manage information technology projects and periodic, large-scale system enhancements.
  • Administer the project portfolio and change management governance processes for the unit to ensure team activities are prioritized and aligned with department and stakeholder priorities.
  • Receive unit requests (system change requests, project requests), perform initial analysis, and determine course of action.
  • Monitor budget and make recommendations impacting future budget performance
