IT Tenders & RFPs (India) — Manager / Lead (Govt. and Private Procurement)

Role Summary
Own end-to-end government tender/RFP pursuit in India—scouting, bid/no-bid, documentation, consortium/OEM coordination, submission, and post-award handover. You’ll also maintain productive working relationships with departments/PSUs to ensure smooth pre-bid clarifications, vendor registrations/empanelments, and (where appropriate) wrapper/format requests and compliance alignments—always within policy and ethical norms.
Key Responsibilities
- Tender Intelligence: Track Central (CPPP/NIC eProcure, GeM), State portals, PSU sites, and aggregator feeds; maintain a qualified pipeline aligned to Micronix capabilities.
- Bid/No-Bid & Strategy: Analyze scope, eligibility, PQ criteria, payment terms, risk; lead internal reviews; propose win themes, differentiators, and teaming (OEM/channel/consortium).
- Pre-Bid & Liaison: Draft queries, attend/lead pre-bid meetings, record minutes/addenda, and maintain cordial, compliant touchpoints with buyer departments/PSUs.
- Documentation & “Wrapper” Prep: Create/standardize bid wraps (forms, annexures, checklists), declarations, power of attorney/authorizations, CVs, workplans, compliance matrices, and price schedules.
- Commercials & Compliance: Work with finance on EMD/BG, MSME/NSIC exemptions, price reasonableness, taxes, and payment milestones; ensure adherence to GFR 2017, CVC and tender-specific instructions.
- Submission Ops: Own portal uploads (tech/fin), e-RA readiness, encryption/signing (DSC), and timely submission with zero deficits; maintain audit-ready bid rooms.
- Partnerships: Secure OEM letters, reseller/partner MoUs, and references; manage NDAs and teaming agreements.
- Post-Award Handover: Facilitate LOA/PO acceptance, PBGs, project kickoff docs, and contract variations/change requests tracking.
- Relationship & Registry: Drive vendor registrations/empanelments; maintain a department contact matrix and calendar of expected procurements.
- Reporting: Weekly pipeline, hit-rate, reasons-for-loss, and lessons learned; maintain a bid library and templates.
Must-Have Qualifications
- 5–10 years hands-on with Indian govt IT/ITES procurement (CPPP/NIC eProcure, GeM, state e-tender portals, PSUs).
- Proven wins in web/app/software, cloud, AMC, or IT services RFPs.
- Strong command of tender law & policy basics (GFR 2017, CVC guidelines), bid securities/EMD/BG, MSME/NSIC norms.
- Excellent documentation (English) and stakeholder skills; comfort working with tech, finance, legal.
- Tools: MS Office/Google Workspace, e-tender portals, PDF tools; bonus for Slack/Asana, n8n/automation, DocuSign.
- Languages: English & Hindi; Bengali a plus.
Good-to-Have
- Network with central/state departments/PSUs in IT, NIC, DIC, Smart Cities, Healthcare, Education, or Urban Development.
- Experience with reverse auctions, rate contracts, multi-year AMC/FMS, and consortium bids.
- Knowledge of data/privacy and accessibility norms occasionally referenced in RFPs (e.g., CERT-In, WCAG).
- Exposure to Canadian/overseas RFPs is a plus (Micronix works India & Canada).
KPIs (first 6–12 months)
- 6–8 qualified tenders/month in pipeline; 12–15 submissions/month.
- Shortlist rate ≥ 40%; technical pass-through ≥ 75%; award hit-rate ≥ 15% (category dependent).
- Zero submission defects; 100% on-time submissions.
- 10+ active departmental/vendor registrations and 5+ OEM/partner agreements.
