Description
POSITION OVERVIEW The Senior International Capability Development Subject Matter Expert (SME) provides expert advisory and analytical support to the J3 International (J3-I) Interoperability Branch at U.S. Special Operations Command (USSOCOM). This role is central to USSOCOM’s efforts to develop and sustain meaningful interoperability between U.S. SOF and Allied and Partner Nation (A/PN) SOF organizations, enabling more effective combined operations, exercises, training, and capability development across the global SOF enterprise. The Senior SME leads the development of quantifiable assessments of PN SOF interoperability with U.S. SOF and other partner nations, translating those assessments into actionable capability roadmaps, training plans, and security cooperation strategies. This work spans the full spectrum of capability development—from participation in DoD interoperability programs and pre-mission training coordination, to supporting defense institution development and aligning PN acquisition programs with U.S. security cooperation mechanisms. The position requires demonstrated ability to work with and through international SOF partners in joint, combined, and interagency environments, and carries formal responsibilities as a Foreign Disclosure Representative (FDR) for assigned PN personnel.     KEY RESPONSIBILITIES * Facilitate, coordinate, and conduct research to develop feasible solutions and options that produce quantifiable improvements in PN SOF interoperability with U.S. SOF, in accordance with existing security cooperation guidelines. * Conduct research, collect and analyze data on PN SOF capabilities and gaps; draft and maintain a comprehensive SOF capability profile for each partner nation assigned to J3-I and for all USSOCOM SOLO-covered nations. * Draft and maintain interoperability roadmaps for each assigned PN, tracking progress toward SOF Commander-defined interoperability objectives and informing J3-I investment and engagement decisions. * Coordinate PN SOF participation in and inputs to key DoD interoperability programs, including Joint Staff J6 Bold Quest, DISA’s Coalition Interoperability Assurance Validation (CIAV), and the Mission Partner Environment Working Group (MPEWG). * Draft inputs to and assist in integrating PN SOF into developmental working groups, experiments, and war-games that shape future U.S. SOF capabilities and coalition concepts. * Coordinate PN SOF participation in pre-mission training for ongoing operations and support PN attendance at U.S. exercises and training events in alignment with established training objectives and interoperability roadmaps. * Support PN efforts to align their SOF acquisition programs with U.S. security cooperation and assistance mechanisms; maintain tracking of all USSOCOM PN SOF security cooperation activities and cases. * Draft plans for and support TSOC efforts to develop SOF-related defense institutions within J3-I partner nation countries, and develop planning products to track USSOCOM and SOF Component exercises and pre-mission training opportunities for A/PN participation. * Perform the duties and responsibilities of a Foreign Disclosure Representative (FDR) for assigned PN personnel, ensuring compliance with applicable disclosure policies and information exchange frameworks. * Perform close-out and escort duties in accordance with the Division’s Security Procedures.   REQUIREMENTS & QUALIFICATIONS EDUCATION * Bachelor’s degree in International Relations or a related field from an accredited university. * Graduate of a U.S. SOF component selection and assessment program, such as the U.S. Army Special Forces Qualification Course (SFQC), Basic Underwater Demolition/SEAL (BUD/S), or a service-equivalent SOF component program. EXPERIENCE * Minimum 15 years of combined military SOF and regional experience conducting special operations in joint, combined, and interagency environments. * Demonstrated operational experience working with international military forces, such as through Joint Combined Exchange Training (JCET), joint exercises, or combined operations in Afghanistan, Iraq, or comparable theaters. * Completion of a formal program of instruction covering the basic tenets of U.S. Security Cooperation — such as courses offered by the Defense Acquisition University (DAU), Joint Special Operations University (JSOU), U.S. Army Command and General Staff College (CGSC), or U.S. Army/Navy Special Warfare schools. * Assignment to an international military organization or coordination center — such as Joint Staff J7, a Combatant Command (COCOM) staff element, or equivalent organization engaged with international partners — with demonstrated ability to work with and through international SOF partners. KNOWLEDGE, SKILLS & ABILITIES * Deep understanding of U.S. security cooperation frameworks, foreign military sales (FMS), and assistance mechanisms that govern PN SOF capability development and acquisition alignment. * Expertise in interoperability assessment methodologies and capability gap analysis for multinational SOF organizations. * Familiarity with DoD interoperability programs including Bold Quest, CIAV, and Mission Partner Environment (MPE) initiatives. * Strong analytical, research, and writing skills; ability to produce and maintain complex planning products, capability profiles, and roadmaps for senior leader audiences. * Experience as a Foreign Disclosure Representative (FDR) or equivalent role with working knowledge of DoD information disclosure policies and international partner information exchange standards. * Proficiency with DoD information management platforms across multiple classification domains (SIPR, NIPR, BICES, APAN). CLEARANCE & ACCESS REQUIREMENTS * Current DoD Secret clearance required; must be eligible for Sensitive Compartmented Information (SCI) access at time of hire. * Ability to obtain and maintain access to SCIFs and classified networks in support of J3-I mission requirements. ADDITIONAL REQUIREMENTS * Ability to travel domestically and internationally in support of interoperability programs, exercises, and partner nation engagements. Must be identifiable as a contractor at all times during the performance of contract duties
