KNOWLEDGE AND ABILITIES:

  • Principles and practices of accounting, including auditing, budgeting, and computerized accounting reports.
  • Generally Accepted Accounting Principles applicable to educational accounting.
  • Communicate effectively both orally and in writing.

  • Knowledge of school finance practices and procedures.

EDUCATION AND EXPERIENCE:

  • Four-year college degree and at least three years of proven school finance and/or human resources experience.
  • Forty-two (42) hours of continuing education classes approved by the Kentucky Department of Education every two years.

Responsibilities
  • Schedule and coordinate District-wide annual school audits.
  • Provide oversight for the business operations of finance and other areas as assigned.
  • Coordinate activities between the accounting department and the field; respond to questions and issues from the field, including purchasing, budget, or other accounting issues.
  • Review accounting methods and procedures; recommend changes to accounting systems, automated or manual, and implement changes as directed.
  • Prepare a variety of accounting, expense, and other reports and maintain a variety of complex records; assess requirements for reports and assign sections for preparation to staff; prepare graphics and charts as necessary.
  • Regulate compliance with State requirements and other related directives for accounting functions; check daily input and output of accounting data to assure accuracy; coordinate activities for the annual audit for the District to assure consistency with Generally Accepted Accounting Principles.
  • Manage and maintain software systems in line with the finance department and functions.
  • Be a point of contact for Munis budget reports for schools and other district departments.
  • Complete budget amendments as directed by the Chief Financial Officer.
  • Assist in overseeing the district’s purchasing and bidding procedures, making certain that the school district complies with all local, state, and federal procedures, policies, regulations, and policies of the Board.
  • Assist with financial records and reports as required by state and federal laws and as required for auditing purposes.
  • Assist the Chief Financial Officer in preparing and implementing the district budget, school allocations, and salary schedules.
  • Supervise Federal Programs with Federal program directors.
  • Serve as GMAP and MUNIS administrator.
  • Assist in maintaining files for special programs and projects concerning approval letters, budgets, coding, and financial reporting.
  • Assist in maintaining an appropriate account code system for all departments and schools to provide more detailed budgeting information.
  • Assist with contract review and acceptance.
  • Advise all administrators as needed in the area of finance in order to keep all aspects of the finance program current, efficient and in compliance with approval procedures and policies.
  • Ability to use technology for a variety of purposes, including but not limited to supporting instruction, accessing and manipulating data, professional growth and productivity, communicating and collaborating with colleagues, parents, and the community, and conducting research/solving problems.
  • Attend conferences, meetings and / or training to keep current on financial practices and procedures with expectation of obtaining full or provisional certification as Finance Officer for the state of Kentucky issued by the Kentucky Department of Education
  • Assist with the prudent investment of all Board funds.
  • Perform related duties as assigned.
