TITLE: Staff Officer (Doctrine) NATO BODY: ACO/Headquarters Joint Logistics Support Group Naples (JLSG HQ) LOCATION: Naples, Lago Patria (ITA) DIVISION: Plans, Training and Exercise Branch GRADE: A2/G15 SECURITY CLEARANCE: NATO S E C R E T POST NUMBER: OLN PPXX 1010 1. POST CONTEXT The Joint Logistics Support Group Headquarters commands and controls assigned logistic, engineer and medical units for the execution of JTF's operational level plan. The Plans, Training and Exercise Branch is responsible for the development of JLSG HQ tactical plans and orders. The Plans Section is responsible for tactical level mid and long term planning. The incumbent is responsible for the application of NATO Logistic policies, concepts , doctrines and standards to the JLSG ongoing and future operations. 2. DUTIES The incumbent's duties are: - Responsible for the implementation and application of superior HQ policy, guidance, directives, doctrines, procedures and regulations. - Participates in the development of NATO joint policies, concepts , doctrines and standards. - Contributes to NATO Standardization and Experimentation efforts. - Provides feedback and inputs to development of higher HQ's policy and guidance. - Act as the JLSGNP lead for doctrine, policy, training and educational issues with regard to Logistics. - Review and contribute to all JLSGNP related Doctrine, Policy, Logistic concept, plans, orders, Procedures, instructions, etc. to ensure logistic capabilities and staff functions are appropriately represented and guidance is sufficiently detailed, integrated and coherent with other activities. - Participates in operations, exercises and preparation events to ensure compliance with current policies, concepts , doctrines and standards. - Develops, employs and improves tools and systems to collect and assess observations from operations, exercises and preparation events. - Lessons Learned Subject Matter Expert for JLSGNP. - Undertakes work as part of a project team or working group as directed or assigned. - Provide support to the Training & Exercise Section and perform other duties as assigned by Branch Head. - Undertakes work as part of a project team or working group as directed or assigned. 3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES The employee may be required to: - Perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. - Undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required. - The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker). Normal Working Conditions apply. - The risk of injury is categorised as No risk / risk might increase when deployed. - Depending on requirements, may be required to direct and supervise the work priorities of one or more HQ multifunctional teams. 4. ESSENTIAL REQUIREMENTS EDUCATION University Degree in history, geography, politics, economics, operations research or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. EXPERIENCE - Proven professional experience in developing plans and policy guidance to implement logistics management programs. - Proven excellent drafting and editing skills. - Proven professional experience in the field of policy drafting. - Proven professional experience in Lessons Learned processes. - Proven professional experience with developing/contributing to planning documents (ex. Annexes for operation plans). - Familiar with NATO and/or military processes priorities. LANGUAGE English - SLP 4343 - (Listening, Speaking, Reading and Writing) based on NATO Standards. 5. DESIRABLE QUALIFICATIONS EDUCATION • Course: LOG-LG-16835 - NATO Logistics Introductory Course (NLIC) • Course: ETE-SP-2581 - NATO Senior Officer Policy Course • Course: LOG-LG-25599 - NATO Logistics Operations Course (NLOC) EXPERIENCE - At least 3 years of experience in drafting national/NATO logistic doctrine and/or policy documents. - At least 3 years of experience in a NATO logistic role. - At least 3 years of NATO experience or equivalent at international organization. 6. POSITION AND CANDIDATE PROFILE Personal attributes - The incumbent must be a Logistician with strong communication and writing skills. Executes leadership and acts as a positive organizational change agent and influencer for subordinates, peers, senior leadership, external organizations, HQs and agencies. - Establishes office and organizational objectives, and is accountable for actions taken by self and co-workers. - Able to be analytical and flexible in thought while being diplomatically sensitive when making decisions and advising on items which impact the work of command staff in an effort to achieve organizational objectives. - Able to absorb complex technical information and communicate effectively at all levels to both specialist and non-specialist audiences. Professional contacts The Staff Officer Doctrine is expected to coordinate efforts with other stakeholders on the field. The post coordinates and executes consultations with Logistic Doctrine Subject Matter Experts. The incumbent engages with high level contacts, both internally and external representing the Organization. They take an active part in sensitive and complex discussions for PLANS Branch. Contribution to the objectives The incumbent work is self-initiated and/or assigned as necessary but broadly in the form of defined objectives with review of results. Suggests improvement to the JLSGNP Policies and Doctrine giving sound arguments and course of action. Facilitates collaboration and coordination between primary stakeholders and colleagues which require a different range of personal/intellectual skills. The work involves the analysis and research of a complete task with recommendations affecting the plans and management of the organizational element. This post reports to: OLN PXXX 0010 - Branch Head (Plans, Training and Exercise) - OF-5. 7. CONTRACT The successful candidate will receive a three-year definite duration contract within the Project-Linked NATO (PLN) Agenda 2030. The basic entry-level monthly salary for a NATO Grade 15 (A-2) in Italy is Euro 5,879.80 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20%25 for pension and medical insurance contributions. 8.
