QUALIFICATIONS

• The ability to inspect buildings/structures normally acquired by a Community College graduate from an Architectural or Civil Engineering Technology Program or University graduate from an Architectural or Civil Degree Program, or equivalent related work experience.
• Eligible for OBOA Certification (Ontario Building Officials Association).
• Extensive experience in Ontario as a Municipal Building Official / Building Inspector.
• Must possess excellent written and verbal communication skills.
• The ability to inspect buildings, investigate and analyze reports and determine infractions to the Building Code Act/Regulation, applicable municipal By-laws and Codes. The ability to review and verify various types of drawings, specifications, engineering reports and legal documents.
• The ability to act independently, with strong problem solving and decision-making skills.
• The ability to deal effectively with co-workers, contractors, architects, engineers, lawyers, agencies and the public.
• The ability to enforce regulations with firmness, consistency, tact and courtesy in field inspection work.
• The ability to make ‘judgement calls’ and ‘alternative measures’ decisions as needed when making on-site decisions pertaining to the Building Code, by-law acceptability, interpretation and equivalencies.
• Must possess numerical aptitude and computer literacy skills.
• Must be fully qualified by the Ministry of Municipal Affairs and House, able to inspect all buildings under the Ontario Building Code, and therefore eligible to be appointed as an inspector under the Ontario Building Code Act. Qualifications to include:

• General Legal/Process, Building Services, Building Structural, Complex Buildings, Detection Lighting and Power, HVAC-House, House, Large Buildings, On-Site Sewage Systems, Plumbing-House, Plumbing All Buildings, Small Buildings.

• Demonstrated ability to train, mentor and coach.

• Must possess a Class “G” Licence.

SUMMARY OF DUTIES

Reporting to Supervisor of Building Inspections, the Building Inspector Training Coordinator will act as a subject matter expert in the inspection of high, complex, and other Part 3 buildings regulated by the Ontario Building Code. This will include acting as a technical expert related to Ontario Building Code and other Applicable Law requirements from both internal staff and external customers, documentation of procedures, develop and deliver ongoing training and mentorship to inspection staff. The position will focus on a strong understanding of Plans Examination and Building Inspection processes related to the duties of a Building Inspector, encouraging cross-sectional, and divisional collaboration.

GENERAL DUTIES

• Attend properties and construction sites within the municipality and performs inspections; enforces the Building Code Act/Regulations and applicable municipal By-laws and Codes.
• Perform as a technical lead in the training of Building Inspectors on inspections of high, complex and other Part 3 buildings regulated by the Ontario Building Code.
• Create onboarding and training schedules for new and progressing Building Inspectors.
• Establishes and maintains comprehensive and complete training records and related files in accordance with legislated standards and policy to ensure that information is organized, complete, current and accessible for future reference. Provide up-to-date training status to the Policy and Training Co-ordinator on a regular basis.
• Monitors and evaluates personnel during training evolutions and provides assessment to the Supervisors of Building Inspections on performance that helps establish and maintain professional and effective service delivery.
• Conducts audits of section activities to determine the efficiency and effectiveness of the practices and standards implemented by divisional management to ensure achievement of goals and objectives using appropriate audit techniques and experienced judgement to resolve issues and make process improvement recommendations to management.
• Provides input into the Divisional training plan by identifying and assessing areas of improvement, needs and skill requirements. Involves reviewing the quality, quantity and performance of staff as identified in the employee job descriptions and Performance Accountability and Development (PAD) plans.
• Assist in the drafting and implementation of guides, interpretation memos, policies and procedures, for the purposes of training new staff, and act as a public liaison for general and technical inquiries.
• Administer training and provide support for staff preparing for BCIN qualification exams.
• Facilitates on-boarding of new staff including, but not limited to, AMANDA, ePlans, ProjectDox, building inspection practices, and other divisional resources, policies and procedures.
• Provides in-house training for specific topics identified in the yearly training work plan.
• Facilitate public meetings with Building Division stakeholders.
• Collaborate with the Plans Examination Training Coordinator on training resources, and delivery.
• Involved in business process reviews, improvement initiatives, provides strategic and process improvement advice to support business operations.
• Makes recommendations for improvements to processes, including efficiency improvements, modification/elimination/development of tools, and the introduction and use of technology.
• Assists in the creation of training manuals, to be used as a resource for new and existing staff and to ensure staff maintain up to dated knowledge of amendments of existing legislation and divisional policies and procedures.
• Liaise with the Ministry of Municipal Affairs and Housing for Ontario Building Code interpretations, Building Code Commission rulings, or facilitate in other dispute resolution methods.
• Assist in the creation and implementation of an appropriate protocol to ensure proper review and training of staff for all Part 3 buildings regulated by the Ontario Building Code.
• Attends sites and perform inspections; enforce the Building Code Act, Municipal Act and applicable by-laws and Codes to ensure fitness for habitation.
• Issue Orders to Comply under the Building Code Act/Regulations, Zoning By-law, Property Standards By-law, Licensing Code, Fortification By-law and Swimming Pool Enclosure By-law.
• Attend and investigate potentially unsafe properties and issue Unsafe Orders where required.
• Assist in the creation and implementation of an appropriate protocol to ensure public safety and remediation of affected buildings.
• Assess repair estimates; make recommendations and follow up.
• Prepare damage reports and oversee permit for reconstruction. Ensure as constructed work complies with the Ontario Building Code and other applicable law.
• Inspect structures designated for demolition. Recommend fitness for habitation.
• Investigate and analyze building services for non-compliance and/or alterations and determine appropriate remedial action.
• Communicate, co-ordinate and advise staff, other Departments, contractors, architects, engineers, lawyers, agencies and the public.
• Prepare reports and briefs such as demolition reports, property standard appeal briefs, crown briefs, compose correspondence, compile statistics.
• Attend depositions, and court when applicable to act as a witness, for prosecution of Orders under the Ontario Building Code Act & Regulations, applicable law, and other Municipal Bylaws.
• Liaise with the Hamilton Police Service, Public Health Services, Fire Department, Health Canada, Horizon Utilities Corporation, Union Gas and other outside agencies.
• Maintain and update accurate records of inspection information.
• Schedule appointments for site inspections.
• Complete time sheets.
• Input data; generate monthly reports.
• Search and update property files.
• Review and verify architectural, mechanical and structural drawings, specifications, engineering reports, and legal documents.
• Summarize records and documents; represent the Municipality in court; appeal hearings and Public/Committee meetings.
• Attend training.
• Serve summonses pursuant to the Provincial Offences Act.
• Work in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
• Maintain safety precautions to avoid compromising situations.
• Perform other duties as assigned which are directly related to the major responsibilities of the job.
