Leidos is seeking a Junior ETL Developer to join the ATF/NTC program!
ATF is a unique law enforcement agency in the United State Department of Justice that protects our communities from violent criminals, criminal organizations, the illegal use and trafficking of firearms, the illegal use and storage of explosives, acts of arson and bombings, acts of terrorism, and the illegal diversion of alcohol and tobacco products. We collaborate with communities, industries, law enforcement, and public safety agencies to safeguard the public we serve through information sharing, training, research and use of technology.
The mission of the National Tracing Center Division is to accurately and efficiently conduct firearms tracing, associated programs and processes for Federal, State, Local and International law enforcement agencies to provide investigative leads. The NTC has three branches: Firearms Tracing Branch (FTB), Law Enforcement Support Branch (LESB), and Tracing Operations and Records Management Branch (TORM).
The Junior ETL Developer (JETLD) has the responsibility to follow established concepts to Extract, Transform, and Load (ETL) data from a variety of media sources and various file formats. Once the data is extracted, the JETLD must process the data into an ATF approved file standard. Often the data comes in formats that require writing custom programs and scripts to properly process the data. The JETLD will need to work with several software tools during data extraction. Since the data can be delivered in such a wide range of ways, the JETLD will need to try different ways to obtain the data. If needed, the JETLD would turn over the data extraction to the Senior ETL Developer for further possible steps.

REQUIRED QUALIFICATIONS:

  • High School Diploma plus four years of applicable work experience.
  • Experience in analyzing various Process and Service Measures.
  • Experience with SQL Server, PostgresSQL and with Excel exports such as CSV files for importing.
  • Knowledge and understanding of Extraction, Transformation and Loading (ETL) concepts.
  • Prefers experience with legacy operating systems; Experience with large scale data conversion efforts, especially with data discovery tasks.
  • Strong analytical and critical thinking to employ fact finding and investigative techniques to gather and review information.
  • Proficient and knowledgeable computer skills including accurate use of keyboard, intermediate skills with various computer programs and databases used in work processes including proficiency with, but not limited to, eTowrs, FTS, FLS, FID, ECM, and Microsoft Office Suite applications and accessing and utilizing web browsers to conduct advanced research.
  • Knowledge of ATF’s mission and approved processes, including but not limited to, familiarity with firearm serialization including manufacturer, caliber, type and model.

EDUCATION & SPECIALIZED EXPERIENCE:

  • College degree is preferred, or high school diploma / GED plus 4 years of relevant experience.
  • Computer Skills with at least 2 years of programming / database experience in SQL Server environment.
  • Programming concepts including data types, arrays, loops, etc.
  • Basic database management skills.
  • Minimum of 3 years of experience on the ATF contract preferred and 1 year of experience as a General Clerk 3 or higher is preferred.
  • Preferred experience from OBRR and OBR Tracing.
  • Six months in current position; data entry experience.
  • Some telephonic customer service skills.
  • Familiarity with Synology NAS and Synology infrastructure.

THIS POSITION IS COVERED UNDER THE SERVICE CONTRACT ACT AND IS SUBJECT TO MINIMUM WAGE REQUIREMENTS AS WELL AS THE MINIMUM HEALTH AND WELFARE BENEFIT. LEIDOS WILL ENSURE THAT ALL PROVISIONS ARE MET THROUGH THEIR WAGES AND BENEFITS. THE MINIMUM PAY FOR THIS POSITION WILL BE $27.20/HR.

Responsibilities
  • This position will heavily use SQL Server as a vehicle for data processing. The resource will first need to determine the best way to extract the data, using tools such as Cogniview or Full Convert by Spectral Core.
  • The resource will need to import extracted files into SQL Server and then need to apply the ATF standard column names and column positioning to the imported file.
  • The resource will need to execute a data validation process to ensure things like leading zeros not dropped during the import process, serial numbers are not exceeding 20 characters, etc.
  • The resource may at this point determine that they would need to write a custom program or custom script to read through the data to build a file in the format required by the final load process.
  • Documentation of the outputs from the lifecycle of the file as it goes through the process is kept so that it can be used to verify the successful loading process.
  • Once files are exported from SQL Server to the file server, they are then validated for column names that are not necessarily ATF established.
  • Validation is needed to verify that all column names from the source data match column names that will be loaded to the target ATF system called ECM.
  • Once the file is ready, it is transferred to the Media Specialist II to begin creating images for the ECM system.
