JOB DESCRIPTION

Strategic ACI is seeking a Junior Functional Specialist/Advisor to support to support NGA’s Security and Installation Office (SIOP) Total Asset Management (TAM) effort, which includes all NGA Property, Plant, and Equipment (PP&E) at NCE and NCW. Develop Agency-level logistics policies and processes for personal and real property management. Provide project management expertise familiar with property management and valuation practices within the Federal Government, to include construction, software development, and cost accumulation within automated systems. Execute logistics life cycle management support activities for all asset classes, including IT hardware, IT systems and software (e.g., supply chain management, inventory management, auditable accountable records management, contract property administration, government property disposal, and asset management). Monitor and manage NGA property accountability programs IAW DODI 5000.64, “Accountability and Management of DOD Equipment and Other Accountable Property”; NGAM 4160.1, “Accountable and Management of Property, Plant, Equipment, and Other Accountable Property”; applicable government property clauses in the FAR, DFAR, and NARI; and applicable SIOP TAM SOPs and User Guides.

Responsibilities
  • Assists with resource management oversight.
  • Reconcile inventory reports and inventory results within the NGA Accountable Property System of Record (APSR) and develop metrics.
  • Assist in the Lost, Damaged, or Destroyed (LDD) property program.
  • Create and maintain asset records in the NGA Accountable Property System of Record (APSR).
  • Issue and reconcile barcodes.
  • Conduct data maintenance and reconciliation of asset records and related financial information.
  • Manage property accountability using NGA’s Accountable Property System of Record (APSR)
  • Establish and maintain accurate and complete records for all real and personal property.
  • Provide metric for the Monthly Summary Report.
  • Maintain Accountable Property records and supporting documentation transaction history files, suitable for audit, and adhere to associated internal controls.
  • Review all contracts that have Government Furnished Property to reflect proper property clauses IRT FAR 52.245-1, DFAR, and NARI clauses are incorporated into all contracts accordingly.
  • Track all new contracts that have Government Furnished Property assigned.
  • Utilize contract property administration section checklist to validate proper property clauses are utilized within all contracts and modifications.
  • Track all disposal and E-Waste sanitization requirements based on ODNI reporting requirements.
  • Monitor property purchased by contracts, MIPRs, GFP, or miscellaneous obligations/reimbursement documentation.
  • Support quarterly financial reporting requirements.
  • Administer Asset Delivery Report processing (create and reconcile).
  • Coordinate Product Catalog Request for non-IT and IT Hardware.
  • Create CRQ, General and Incremental Funding requirements with financial information.
  • Coordinate and establish “My Program” access/accounts for AC/PAMs with PMOs.
  • Coordinate Capital Asset records and review supporting financial documentation for asset capitalization.
  • Coordinate with various departments to ensure alignment of logistics processes and procedures through the use of the NGA contract writing system and financial system of record.
