SpecPro Sustainment and Environmental, LLC (SSE) is seeking qualified personnel to support the United States Army Reserve, including program/project management and master planning services. SSE will provide management support services for program/project management and master planning in all aspects of MCAR, Real Estate, and Asset Management programs. Master planning support is crucial for property transitions, land development and redevelopment, and addressing environmental considerations in real estate actions, including property acquisition, transfer, and disposal. Personnel will provide necessary source reports, information, and documents necessary for completion of these tasks; conduct reviews of Army Reserve real estate actions for master planning and facilities program management pertaining to acquisitions, disposals, exchanges, and conveyances; develop recommendations to inform master planning staff papers and management summaries; and attend meetings to achieve objectives (e.g., gather data for reports and provide recommendations to meet mission objectives). SSE shall provide a full range of services, including but not limited to: Master Planning, RPLANS and ASIP Support, and MILCON Program support.

Responsibilities
  • General-Develop recommendations to inform OCAR in the development of Real Property Master Plans, Area Development Plans, and State Master plans and to inform course of action that resolve issues regarding stationing, training, facility utilization, and facility revitalization.
  • Prepare and Review Documents-Prepare and review master planning documents and provide presentations to senior leadership.
  • Technical Assessments-Perform in-depth technical assessments of Army Reserve facilities and develop recommendations to inform installation plans by applying knowledge of USAR policy directives, Army Reserve component missions, units, organizations, and capabilities. (Approximately 12 facility study per year)
  • Requirements Analysis-Perform in-depth Requirements Analysis of category codes IAW Army Regulations and cat-code characteristics in RPLANS to calculate requirements based on populations from ASIP. Results should be documented in an Army Information Paper. Requirements Analysis recommendations help inform Master Planning at each Installation.
  • Coordination-Coordinate with OCAR or USARC staff sections, subordinate USAR commands and installations, other military services, and other defined stakeholders, to develop specific facility requirements. (Approximately 10 coordination actions per day)
  • Project Documentation Validation-Obtain information from planners at USARC subordinate commands to develop and validate project documentation and materials for construction and/or modification of Reserve facilities specifications for functional adequacy with emphasis on site development, general quality of construction, compliance with Department of Army criteria, space allocation, and functional layout. (Approximately 12 project documentation validations per year)
  • Site Visits-Conduct site visits to verify existing conditions, space utilization, and future requirements of applicable assets to ensure previous recommendations are accurate and valid. Review Master Planning documents for consistency with UFC 2-100-01. Prepare recommendations for the improvement of these plans. (2 site visits and 4 recommendations per month)
  • Digital Master Planning-Develop and maintain geospatial databases and layers that will be integrated into AR-IA. Review master planning documents to be converted into a digital master planning platform.
  • Deliverable Management-Managing contract deliverables and schedules, preparing meeting minutes, briefings, and reports., Providing technical editing and proofreading services., and Maintaining project files and documentation. Services are provided for the development of State Master Plans, Area Development Plans, Real Property Master Plans, and Planning Charrettes.
  • Real Property Planning Board {RPPB} Support Provide updates and support to the RPPB as necessary. (2 per year)
