Job Summary The Junior Planner, Community Planning and Development is responsible for playing a critical role in supporting CN Rail's commitment to ensuring safe and compatible land use near railway corridors and operations. Working under the supervision of the Senior Officer, Community Planning and Development, the role evaluates municipal and provincial planning applications, assesses risk related to proximity issues, and collaborates with internal and external stakeholders to address potential impacts on CN infrastructure. Main Responsibilities · Analyze municipal and provincial planning applications to identify potential impacts on CN’s operations · Assist CN’s Senior Officer, Community Planning and Development in the implementation of policies that promote compatible land use near railway infrastructure · Coordinate review of technical reports, including noise and vibration studies, stormwater management plans, and other land-use planning documentation · Undertake review of proposed developments in proximity to railway properties and operations and provide recommendations and mitigation strategies to support CN’s safety and land-use compatibility objectives for the Senior Officer, Community Planning and Development’s review · Liaise with internal stakeholders (e.g., Operations, Real Estate, Legal, and Engineering) and external stakeholders (e.g., law firms, consultants, developers), to coordinate CN’s response to development applications · Collaborate with municipalities, land-use decision-makers, developers, consultants, and legal representatives · Maintain organized records of project files, correspondence, and approvals, ensuring timely follow-ups and clear reporting · Support CN’s efforts to advocate for policies and practices that protect railway infrastructure while supporting sustainable community development · Conduct research on provincial planning legislation, municipal zoning policies, and emerging industry trends to inform CN’s planning strategies Working Conditions The role has standard working conditions in an office environment with a regular workweek from Monday to Friday and is eligible to participate in CN’s hybrid work policy. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress. Requirements Experience Urban Planning, Municipal Planning or Land Development · Between 3 to 4 years of experience in urban planning, municipal planning, or land development, ideally with exposure to infrastructure or transportation projects Education/Certification/Designation · Bachelor’s Degree in Urban Planning, Geography, Environmental Studies, or a related discipline · Eligibility for membership with the Canadian Institute of Planners (CIP) or provincial equivalents* *Any designation for these above would be considered as an asset Competencies · Demonstrates agility and drives change · Collaborates with others and shares information · Communicate with impact · Identifies needs and finds solutions to create value for all stakeholders · Knows the business and stays current on industry needs Technical Skills/Knowledge · Fluently Bilingual, both written and verbal (English, French) · Knowledge of computer applications including Microsoft Office and Google Maps · Ability to review and analyze architectural plans · Knowledge of the railway industry* · Knowledge of noise and vibration assessment* *Any knowledge for any of the above would be considered as an asset About CN CN is a premium railroad that sustainably generates value for our customers, shareholders, employees, and stakeholders with an unwavering commitment to safety and service.
