Specialist Health Service: Managed by Abt Global, the Specialist Health Service (SHS) provides strategic input on health to the Australian Government’s Department of Foreign Affairs and Trade (DFAT). SHS is the primary source from which DFAT accesses health and development expertise and advisory services to improve the quality of health programming across DFAT’s global and regional health portfolio, through enabling access to responsive technical advice and support. The Opportunity The purpose of this consultancy is to support the MHMS National TB Program (NTP) to develop a high-quality, comprehensive, nationally contextualised National Strategic Plan (NSP) for Tuberculosis (2027–2030). The NSP will serve as the primary strategic and operational framework for the national TB response, ensuring alignment with the National Health Strategic Plan (NHSP) 2024–2027 and WHO global targets. The specific objectives of the consultancy are to support the NTP to consult, plan, draft and deliver a TB NSP that is ready for MHMS Executive endorsement, development partner alignment and public dissemination by November 2026.  Specific Duties: The adviser will support the NTP to: Establish the Planning Framework: Develop a detailed workplan, timeline and budget for the NSP development cycle, including a stakeholder engagement map and a resource mobilisation plan to ensure all consultative activities are funded. Contribute to secretariat and administrative management of the TB NSP process. Conduct a Situation Analysis and Document Review: Lead the synthesis of epidemiological data, programmatic performance, lessons learned from the previous 2016-2020 plan, recent developments in evidence and normative guidance, and opportunities to build on current activities and development partner support. Facilitate Stakeholder Consultations: Serve as secretariat and facilitator for technical working groups, stakeholder consultations, engagement with affected people and communities, and multi-sectoral forums. Collate potential goals, objectives, strategic interventions and activities for inclusion in the NSP. Assess and Build Consensus for NSP Framework: Prior to drafting of the NSP, conduct a practical assessment of proposed goals, objectives, strategic interventions and activities, including alignment with the NHSP, national commitments and other goal-setting frameworks (eg, PCF4TB, MAF-TB). This may be accompanied by more formal impact modelling and costing, according to the skills and experience of the consultant and/or availability of resources to mobilise such expertise. Facilitate national consensus decision making on final NSP framework components. Draft the NSP, M&E Plan and Budget: Draft the full NSP document in collaboration with assigned national focal point officer, including final consensus goals, objectives, strategic interventions and activities. Develop a robust, feasible and prioritised Monitoring & Evaluation plan with clear indicators, data sources, and reporting frequencies. Compose a budget reflecting NSP framework component, mapped to potential funding sources and gaps. Finalise, Publish and Disseminate the NSP: Complete the final draft for endorsement by MHMS Executive, facilitate validation workshops, and prepare high-level briefing materials (presentation slides) and non-technical IEC resources for use by MHMS staff during dissemination. Publish NSP and accompanying resources in appropriate government repositories. Collaborate with the NSP focal point officer, NTP and MHMS leadership to disseminate the NSP to government, partner, community and multi-sectoral stakeholders.  Prepare Implementation Readiness: Support the NTP to develop the first Annual Operational Plan (AOP) derived from the new NSP to ensure a seamless transition into implementation in January 2027.   Key Requirements: Required experience * Extensive experience in TB programme management, strategic planning, or technical advisory roles, ideally at a national or regional level. * Proven track record in developing National Strategic Plans (NSPs) or high-level health policy documents in accordance with WHO guidance, and aligned with national priorities * Experience working within Pacific Island Countries and Territories (PICTs) or similar small-island, low resource and/or high TB burden contexts   Required Qualifications and skills * Postgraduate qualification in Public Health, Epidemiology, Infectious Diseases, or a related medical or technical field. * Advanced technical knowledge across multiple domains relevant to TB care, treatment, prevention and programme management, for example: data management, epidemiology, diagnosis, treatment, patient support, health system, strategic planning; M&E frameworks. * Exceptional facilitation and stakeholder management skills, with the ability to build consensus among government, development partners, multi-sectoral stakeholders and affected communities. Cultural and language requirements * High-level English language proficiency (written and oral) with the ability to draft complex technical documents for a diverse audience. * Demonstrated cultural competency and experience working effectively in cross-cultural environments, respecting local governance and social norms.
