Overview: Praescient Analytics is actively seeking an experienced Knowledge Manager, to support a contract with the Narcotics and Transnational Crime Support Center (NTC). The NTC is a Deputy Assistant Secretary of Defense for Counternarcotics and Stabilization Policy (DASD CNSP) established and funded operational support activity consisting of DoD civilians, contractors and military service members responsible for providing tailored intelligence and operations support to Law Enforcement (LE) and Inter-Agency (IA) partners conducting complex, multifaceted operations and investigations. The NTC leverages authorities, resources, and capabilities of participating DoD and LE organizations to facilitate identification, targeting, disruption, and degrading of sensitive high-value TOC networks threatening US and global security interests.
MINIMUM QUALIFICATIONS:
•
Minimum of 10 years of professional experience, including at least 3 years of specific knowledge management experience.
•
Bachelor’s degree in intelligence, information systems, knowledge management, data science, or a related field from an accredited institution or 17 years total relevant experience in lieu of a degree (including military or government service).
TECHNICAL SKILLS:
•
Proficiency in Microsoft SharePoint administration and design, including site/page development, list/library management, and access control.
•
Ability to perform web application software development with HTML, CSS, JavaScript, and C#/VB.NET.
•
Experience with content management, records management, and workflow automation to improve analyst efficiency.
•
Familiarity with enterprise search, discovery, storage, and retrieval systems relevant to intelligence and law enforcement data environments.
•
Strong data integration skills, including extracting, normalizing, and visualizing structured/unstructured data to support analytic workflows.
KNOWLEDGE MANAGEMENT & COLLABORATION:
•
Experience developing, documenting, and implementing analytic standards, best practices, and methodologies for knowledge sharing across interagency/DoD organizations.
•
Ability to create automated approaches and solutions that reduce analyst workload and enhance data discovery.
•
Demonstrated ability to compile and present performance/usage metrics and requirements for evolving KM capabilities.
•
Experience leading or facilitating training, workshops, or peer-to-peer knowledge-sharing sessions on KM practices and new tools.
ADDITIONAL QUALIFICATIONS:
The Knowledge Manager’s role is to assist with aligning processes and technology to enable information sharing among analysts and organizations to enhance analytics production and efficiency. With the utilization of centralized and peripheral database/content management/records management systems and workflow/processes, compiles reports on performance/usage metrics and future requirements for existing knowledge management capabilities, including but not limited to, search, discovery, storage, and retrieval of data and formal productions. This individual will develop approaches to problems for which data is incomplete, controversial, or for which no precedent exists. They will assist efforts to identify and document analytic standards, best practices and methodologies used by NTC.
