KREASI FINANCE AND ADMIN OFFICER Child Safeguarding:  Level 2: either the role holder will have access to personal data about children and/or young people as part of their work; or they will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check will be required (at ‘standard’ level in the UK or equivalent in other countries). ROLE PURPOSE  Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program designed to accelerate the improvement of literacy, numeracy, and character education for preschool and primary school students in 8 districts across four provinces in Indonesia. The Global Partnership for Education (GPE) funds the program through the Multiplier Grant allocated for Indonesia, leveraging the Australian Government's Department of Foreign Affairs and Trade (DFAT) investment for its INOVASI Phase 3 program.  KREASI and its Grant Agent, Save the Children Australia and Save the Children Indonesia as the in-country representative, were appointed by the Ministry of Education, Culture, Research, and Technology (MoECRT) and the Ministry of Religious Affairs (MoRA), with the endorsement of Mitra Pendidikan Indonesia / Local Education Group (MPI/LEG), a consortium of 17 international and local education stakeholder organizations. The program is closely aligned with Indonesia's national education goals, particularly the Merdeka Belajar initiative, which emphasizes essential and flexible learning processes tailored to each student's interests, talents, and needs, focusing on holistic, relevant, and sustainable education.  This program will synergize its strategies and implementation with the successful DFAT INOVASI program. This alignment ensures that KREASI adheres to proven practices and complements Indonesia's national education strategies.  Through extensive consultations with national, provincial, and district stakeholders, KREASI has been designed to address the specific needs of targeted regions by improving curriculum and assessment processes, enhancing teaching practices, fostering educational leadership, and ensuring child protection in education. The program strongly emphasizes Gender Equality, Disability, and Social Inclusion (GEDSI), as well as climate change education, ensuring that the most marginalized children, including those with disabilities, have access to quality education in safe and inclusive environments.  With a commitment to sustainability and systemic change, KREASI aims to empower local government stakeholders, partners, and communities, ensuring that the gains achieved through the program are both impactful and enduring. At the national level, Save the Children operates under the supervision of MoECRT and MoRA and in close collaboration with MPI/LEG to ensure that the program contributes to systemic and transformational change within Indonesia's education sector.  The Finance and Admin Officer will support the regional Kreasi office in local implementing partners' financial management and oversight and provide day-to-day support for the KREASI financial system and daily operational. Their role is to ensure that these partnerships' financial transactions, reporting, and compliance requirements are met according to the Save the Children and donor’s regulations. The distribution of task between financial task and admin task is about 75% for Finance and 25% for Admin Task. SCOPE OF ROLE * Reports to: Kreasi Regional Manager   * supervised by Kreasi Regional Manager and dot line to Finance Coordinator National KREASI KEY AREAS OF ACCOUNTABILITY Provide Support to Local Partners  * Support KREASI Regional Manager in respective area in  identifying training needs of partner staff on financial and logistics management by evaluating strengths and weaknesses.  * Support the delivery of the partners’ capacity building plans and system improvements.   * Conduct quarterly spot-checks and annual pre-audit visits to assess and monitor partners’ financial performance.   * Prepare monitoring reports highlighting any findings or concerns and provide recommendations to the Head of Finance and the regional manager  * Ensure the partner's financial, accounting, and control activities can run effectively, efficiently, and with appropriate confidentiality.  * Provide ad hoc training or refreshers on SCIDN finance policies, procedures, and guidelines to all Partner staff to ensure proper understanding and implementation and share updated policies and procedures as appropriate.  * Provide coaching to the partner finance team on SCIDN financial templates and tools to ensure accurate and timely financial  reporting.  * Support the Partner Finance team during external audit activities and implement the auditor's recommendations to ensure all financial and accounting activities follow the SCIDN policies and guidelines.  *  Review the partners monthly financial reports and the BVA (Budget vs Actual) including supporting documents, bank and cash reconciliations, and transaction listing, and coordinate any necessary adjustments as needed.  * Prepare the journal voucher and submit it to the Finance Coordinator.   * Review the partners’ cash advance requests and submit them to the Finance Coordinator for processing.   * Assess the partners’ spending against the monthly forecast and work with them to update as needed to reflect any changes in the implementation plan.  Manage the payment process of KREASI expenditures:  * Responsible for accounting correctly for expenditures, accruals, and prepayments. Ensure that procurement procedures have been followed, adhere to donor regulations, and advise on the correct policies and procedures.  * Ensure all payments comply with Save the Children and Donor policies and procedures. For example, they are correctly authorized following the Scheme of Delegation (SoD), coded per relevant budget lines, and supported by relevant forms and documentation.  * Monitor the field program cash advances, ensuring they are settled/repaid on time.  Record and review financial transactions related to KREASI program activities and operations.  * Responsible for checking that entries are complete, accurate, appropriately authorized, and auditable before entering them into the financial system  * Enter KREASI transactions onto Financial Software Save the Children Indonesia and send them to the KREASI Finance Coordinator for further processing.  Daily Operation, Meeting, Travel, and Schedule Management   * Manage day to day operation regional office.  * Monitor the vehicle log and manage the vehicle schedule for staff use.  * Help manage the professional staff calendar of the staff.  * Schedule and prepare materials for meetings.  * Make travel arrangements.   * Assist in setting up and coordinating meetings, workshops and other events.  * Assist in travel arrangements of other staff, as assigned.   Any other tasks as assigned by KREASI Head of Finance QUALIFICATIONS AND EXPERIENCES  Education and Experience Background:  * Bachelor's degree in finance/accounting.  * Minimum of 5 years of experience in finance or related field with INGOs.  * Good understanding of the development sector.  Skills and Knowledge:  * Good understanding of English.  * Good understanding of spreadsheet applications.  * Excellent understanding of accounting/finance flows.  * Excellent knowledge of computer systems, software, networking, and internet  * Excellent interpersonal skills.  * Familiarity of Save The Children system and application preferred.  * Ability to facilitate the full training cycle  * Good analytical skills.  * Good sense of prioritization.  * Conscious about meeting deadlines.  * Ability to work independently without considerable day-to-day support.  Behavioral Competencies:  * Good team facilitator and member.  * Willingness to travel at times in difficult conditions.  * A commitment to high-quality work and efficiency.  * Low resistance to change.  * Detail oriented.
