KREASI Provincial Coordinator: Advocacy Role Purpose: KREASI (Kolaborasi untuk Edukasi Anak Indonesia) is designed to accelerate literacy, numeracy, and character development for preschool and primary students in eight districts across four provinces. One pillar of the project is to engage an ecosystem of stakeholders to advocate for district policies and budgets that support teacher’s professional development, school-based protection of children, and public awareness and support for pre-school education. The Provincial Advocacy Coordinator is based at the provincial level and utilizes KREASI national technical guidelines to provide technical and operational support to local implementing partners in two districts located in a single province, per the following: Kalimantan Barat: Kabupaten Ketapang Kabupaten Kayong Utara Maluku Utara: Kabupaten Halmahera Utara Kabupaten Pulau Morotai Sumatera Utara: Kabupaten Nias Utara Kabupaten Nias Selatan Lampung: Kabupaten Tanggamus Kabupaten Pesisir Barat The Advocacy Coordinator supports partners to identify key education quality challenges by engaging diverse stakeholders and analysing local policies, budgets, and learning data. The Coordinator helps facilitate collaborative forums and cross-sector coordination to advance evidence-based, context-relevant solutions to children’s learning challenges. Through strong stakeholder engagement and partnership building, the role helps develop an ecosystem of local organisations, government bodies, and community groups committed to improving primary education through policy and budget advocacy. Key responsibilities include supporting partner staff to conduct policy and budget analysis and develop district-specific advocacy strategies, and monitoring progress against KREASI’s district-level advocacy objectives. The Coordinator ensures compliance with KREASI and Save the Children guidelines and, as part of the provincial team, contributes to reporting on project outcomes to regional management. What you will do: District Advocacy and Ecosystem Development Help local partners convene and support multi-stakeholder district forums to enable dialogue, joint problem identification, and collective action. Ensure participatory reviews of district education data, policies, and budgets to identify advocacy priorities and evidence gaps. Oversee the development and implementation of district-specific advocacy strategies and workplans aligned with KREASI objectives. Support the identification and engagement of new stakeholders to broaden the local education advocacy ecosystem. Map capacity gaps among local actors and coordinate targeted capacity strengthening and technical assistance. Support coordination between district government offices, schools, civil society organisations, and community groups to address priority education quality issues. Partner Support and Capacity Strengthening Ensure partners understand and apply KREASI’s advocacy approach and tools. Support partners to design context-relevant, evidence-based advocacy solutions and action plans. Provide hands-on technical support to implementing partners on policy analysis, budget tracking, and use of learning data for advocacy. Build partners’ skills in stakeholder engagement, coalition building, and facilitation of collaborative forums. Mentor partner field staff to develop and implement district-specific advocacy objectives, messages, and influencing strategies. Coordination and Communication Establish and maintain clear communication and coordination mechanisms with implementing partners and district stakeholders. Represent Save the Children at district coordination meetings within delegated authority. Support organisation of joint field visits with government, partners, and donors. Ensure strong information flow between district partners and the provincial and national KREASI team. Monitoring, Learning, and Adaptation Monitor progress against district advocacy objectives and track key milestones and results. Facilitate regular reflection meetings with partners to review progress, challenges, and lessons learned. Support iterative improvement of advocacy strategies based on evidence and feedback. Document good practices, case studies, and policy wins from district-level advocacy. Compliance and Safeguarding Ensure all advocacy and partnership activities comply with KREASI and Save the Children policies, including safeguarding and risk management. Promote transparency, inclusion, and meaningful participation of diverse community voices. Reporting and Documentation Prepare and submit monthly progress updates on district advocacy activities to the provincial team. Produce activity and field visit reports following key events and engagements. Contribute to quarterly and annual project reporting on advocacy outcomes and learning. Provide regular briefings and updates to provincial and regional management as required. Brand and Reputation: Contribute to implementing partners are aware and are actively involved in building and maintaining the Save the Children and KREASI brand in all project field sites and with all project external stakeholders, including program strategic partners General Any other tasks and responsibilities are assigned by the Supervisor and must be complied with in accordance with Save the Children and Save the Children Indonesia's policies and practices regarding child protection, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures. What we need from you: Minimum of 3-5 years of experience in project coordination or management, preferably within an NGO or development context. Bachelor’s degree in Social Sciences, Education, Public Administration or a related field. Experience developing and implementing district-level advocacy strategies focused on policy change and budget allocations. Proven experience in managing partnerships and working with diverse stakeholders. Strong organizational, problem-solving, and leadership skills. Excellent communication and interpersonal abilities. Ability to work independently and as part of a team. Familiarity with the local context and challenges within the province and districts. Proficiency in project management tools and software. Willingness to travel within the province and districts as required. Excellent interpersonal, communication and presentation skills Fluency in written and spoken Indonesian, strong English written and spoken skills. Commitment to and understanding of Save the Children aims, values and principles including rights-based approaches.
