Description

Legal Aid Alberta is seeking to fill a full time, IT Program Manager position to oversee the planning, execution and delivery of technology projects & software releases within scope, budget, and timelines while ensuring alignment with organizational goals and standards. The role involves coordinating with cross functional teams from across all areas of LAA, stakeholders at all levels and resources to ensure a successful project/release outcome. This position will appeal to a Project Manager that enjoys working at a small to mid-size company, likes to take initiative, is client focused and is exceptionally strong at delivering high-quality results. Note, although this is a remote opportunity, candidates must be able to travel to Edmonton and/or Calgary offices for meetings and workshops as required. Only Alberta residents will be considered.

Job Description
Reporting to the Director, Enablement Technology, key responsibilities include:

Planning & Execution

  • Develop and maintain comprehensive project or release plans, aligning with the selected delivery approach (Agile, Waterfall, or Hybrid), including defined scope, objectives, schedules, dependencies, and resource requirements.
  • Define and track project/release milestones or iteration/sprint goals, key deliverables, and success criteria.
  • Lead the full project/release lifecycle — from initiation and planning through execution, monitoring, and closure — ensuring adaptability to changing priorities and iterative delivery when appropriate.
  • Participates in high-level planning sessions with executive leadership, contributing to the development of long-term technology strategies that impact the structure and operation of the organization.
  • Oversees projects that involve the evaluation, selection, and implementation of enterprise-wide systems or technologies, including those affecting Legal Services, HR, Finance, or other internal functions.

Team and Stakeholder Management

  • Lead cross-functional teams (internal and external) using appropriate frameworks (e.g., scrum teams, traditional workstreams), promoting accountability, engagement, and alignment across roles.
  • Facilitate effective collaboration, communication, and transparency among team members, business partners, sponsors, and other stakeholders throughout the project lifecycle.
  • Manage stakeholder expectations and maintain alignment between evolving business needs and project objectives, regardless of delivery methodology.

Risk and Issue Management

  • Proactively identify, assess, and manage risks, assumptions, issues, and dependencies throughout the project/release lifecycle.
  • Apply adaptive risk mitigation strategies and escalate critical issues as needed to minimize disruption.
  • Maintain contingency and response plans tailored to delivery context (e.g., iterative releases, gated phase reviews).

Organizational Change Management

  • Partner with business, training, and communications teams to support organizational readiness and ensure a positive end-user experience.
  • Align change strategies with the delivery model to ensure timely stakeholder engagement, adoption planning, and impact assessments.

Budget and Resource Management

  • Track and manage project budgets, ensuring financial transparency and alignment with funding approvals and forecasts.
  • Allocate, optimize, and adapt resource plans to accommodate both fixed-scope (waterfall) and flexible-scope (agile) delivery models.

Documentation and Reporting

  • Maintain up-to-date and relevant documentation in tools such as Azure DevOps, Planner, or SharePoint — including status reports, meeting notes, change requests, and RAID logs.
  • Provide timely and tailored updates to stakeholders and leadership, reflecting progress, velocity, risks, and decisions based on the chosen methodology.

Process Improvement

  • Conduct retrospectives or post-implementation reviews to capture insights and lessons learned.
  • Use feedback loops and continuous improvement practices to refine future planning and delivery cycles, whether sprint-based or milestone-driven.

Vendor Management

  • Collaborate with vendors to define clear and measurable scope, deliverables, and roles in Statements of Work (SOWs) or contracts.
  • Manage vendor performance against contractual commitments, using governance appropriate to the delivery framework, and escalate issues as needed to protect project outcomes.

Indirect Reports

  • Various project team resources as required

Qualifications

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in computer science, Information Technology, Business Administration, or a related discipline.
  • 5–7 years of progressive experience in IT project management, including managing large-scale, cross-functional initiatives.
  • Proven ability to deliver projects successfully using a range of delivery approaches, including traditional Waterfall, Agile (Scrum, Kanban), and hybrid models, with flexibility to adapt based on project needs.
  • Demonstrated success in delivering projects on time, within scope, and on budget in both iterative and plan-driven environments.
  • Professional certifications such as PMP (Project Management Professional), CSM (Certified Scrum Master), PMI-ACP (Agile Certified Practitioner), or SAFe are highly desirable.

Knowledge and Skills:Knowledge:

  • Strong understanding of IT infrastructure, software development, and system integration.
  • Familiarity with delivery tools such as Azure DevOps (ADO), JIRA, MS Project, Trello, or Asana.
  • Knowledge of Agile, Waterfall, and hybrid project management methodologies.
  • Experience with cloud platforms, cybersecurity practices, or enterprise systems.
  • Knowledge of ITIL or other IT service management frameworks.
  • Familiarity with data analytics or business intelligence tools.

SKILLS:

  • Excellent leadership skills with the ability to motivate, coach, and guide cross-functional teams in both structured (Waterfall) and adaptive (Agile) delivery environments.
  • Strong written and verbal communication skills, with the ability to engage and align stakeholders at all levels through status updates, demos, steering committees, or sprint reviews.
  • Action-oriented, results-driven mindset with a focus on removing obstacles and facilitating collaborative problem-solving across teams and delivery models.
  • Strong analytical skills with the ability to assess project challenges, interpret data or metrics (e.g., burndown charts, earned value), and propose practical, timely solutions.
  • Skilled at balancing priorities and managing changing demands across multiple workstreams, iterations, or project phases in a dynamic environment.
  • Proficient in managing budgets, tracking financials, and optimizing resource plans across varying project scopes and delivery timelines.
  • Strong interpersonal and negotiation abilities to manage stakeholder expectations, facilitate alignment, and build effective relationships with vendors and third parties.
  • Highly organized, with attention to detail and a structured approach to ensure quality, accuracy, and completeness in project artifacts, whether in traditional or agile formats.
