The State Personnel Office is responsible for the administration and oversight of the classified service personnel system which consists of approximately 17,000 state employees from approximately 68 executive state agencies, boards and commissions. A comprehensive system of human resource management is achieved through the integration of several functional areas which are administered by the State Personnel Director, including NMAC Rules the Board enacts to maintain and support the classified workforce.
Why does the job exist?
The Labor Relations Manager is the manager of the State Personnel Office’s Labor Relations Division and policy expert for labor relations issues for the state as a whole. This position is the primary position within the state that serves to facilitate open and productive communication between the unions and state agencies while focusing on compliance with the Personnel Act, the State Personnel Board Rules, the Collective Bargaining Agreements, and the Public Employee Bargaining Act.

Responsibilities
  • Serve as SPO’s subject matter expert on labor relations and oversee the Labor Relations Division.
  • Provide guidance and assistance to twenty-seven (27) state agencies and State Personnel Office (SPO) staff to ensure consistency and compliance with Collective Bargaining Agreements (CBAs), State Personnel Board (SPB) Rules, and the Public Employee Bargaining Act (PEBA).
  • Develop, implement and provide ongoing updates on technical assistance guidance for the Labor Relations team to provide to agencies regarding compliance with the CBAs, grievances, arbitrations, and/or Prohibited Practice Complaints (PPCs)
  • Provide strategic guidance and advisory services state-wide on complex labor relations issues that fall outside the established standard technical assistance guidance provided by the Labor Relations team.
  • Assist agencies through the grievance process, face to face meetings, the grievance arbitration process, and hearings for consistent application of the CBAs, SPO Board Rules and PEBA and assess the potential impact and precedent-setting implications of pending disputes.
  • Evaluate labor relations program services, providing advice on how best to improve these programs and services.
  • Support the State’s chief negotiator by preparing proposals and assisting in responding to union proposals. Maintain bargaining session notes and oversee the tracking of state and union proposals and counter proposals.
  • Provide ongoing oversight and development on labor relations trainings, including Labor Relations for Management (LRM), Professional Development Plans (PDPs), and Workplace Investigations (WPI).
  • Present labor relations training curriculum statewide to ensure consistent interpretation of the CBAs and best practices.
  • Ensure Labor Relations staff maintain monthly LEAD meetings with managers, supervisors, HR professionals, and attorneys to update and educate on evolving labor issues statewide.
  • Assist in reviewing employee relations policies and procedures to ensure consistency in their application and recommend modifications.
  • Oversee the reporting and tracking of grievances, PPC’s, arbitrations, disciplinary appeals and investigations and provide monthly reports.
  • Oversee the processing of all union due start and stop requests for all agencies within the SHARE payroll system.

    Minimum Qualification
    Bachelor’s Degree in any related field and nine (9) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Three (3) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling thirteen (13) years, to include three (3) years of supervisory experience, may substitute for the required education and experience.
    Employment Requirements
    Must possess and maintain a valid Driver’s License and must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
    Working Conditions
    Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some statewide travel is required.
