Job context The production laboratory is headed by the Laboratory Manager, supported by Chemist and Lab Technician (responsible for the operations). The main activity of the laboratory is to analyze fuel oils and distillates as per ISO 8217. Position in the organization Reports to General Manager & Laboratory Manager (R&D) Directs the work of Chemist and Laboratory Technicians. Job Objectives Ensuring the realization and optimization of laboratory and related administrative work, in such a manner that the work can be done efficiently, safely, within the budget, and with the required quality level. Results/Outcome expectations Formulated Departmental Plan Core Activities: Drawing up of an annual departmental plan (including budget) and formulation of departmental targets in conformity with the company/group targets Formulation of plans with concrete objectives and activities relating to organization, staffing, processing, building management, environment, safety and quality Coordination of plans with the GM and the Service Director of Testing within as well as outside their own department Result Criteria: Quality of substantiation of plans Feasibility of execution of plans Degree to which departmental plan conforms to the company/group targets Controlled and Completed Departmental Work Core Activities: Organization of activities, delegation of tasks, responsibilities and authority Directing work relating to the implementation of departmental targets Supervising the execution and progress in terms of quality as well as quantity Ensuring optimal alignment between the personnel and the workload Approval of accounts and contracts within the authorized signatory’s scheme Setting priorities and resolving more complex problems Conducting work meetings with employees Result Criteria: Efficient organization and set up of the laboratory Implementation of the departmental plan/targets within the budget Quality and quantity of work Degree of alignment between personnel appointments and workload Guaranteed Quality and Safety Core Activities Ensuring that the laboratory operations comply with the quality handbook, the customer requirements, the laws and regulations, and the accreditation requirements Translating and (arranging for) implementation within the laboratory, of changes in laws and regulations and/or group regulations relating to quality, working conditions, health, safety and environment Revising / improving and validating procedures, reports, work methods, etc. Arranging for the necessary permits Supervising and ensuring overall compliance, organizing and arranging for the execution of internal audits and risk assessments Organizing and reporting of witnessing’s Result Criteria Degree of compliance Quality of internal audits and risk assessments Timely availability of required permits Proposals for Improvement Addressed to the Managing Director Core Activities Collection and analysis of internal and external information at the request of the General Manager, among other things, from risk surveys, audits, lab performance results, changes in laws and regulations relating to relating to environment, safety, quality, etc. Provision of inputs, thinking along in the formulation of departmental plan and direction, submitting proposals for improvement Verifying this information regarding trends, relevance, or advantages and disadvantages, and working out proposals for optimization Collecting, reporting and explaining findings Result Criteria Number of suggestions for improvement implemented Quality of substantiations Managed Laboratory Equipments and Materials Core Activities Purchase of required laboratory equipment, material, etc., making of price, delivery and maintenance agreements with suppliers Ensuring maintenance of the laboratory, waste disposal, calibration of laboratory equipment and approval of validation reports Result Criteria (Cost) efficient purchasing Timely availability of required equipment and materials Order/neatness in the laboratory Managements Reports Delivered Core Activities Assessment and evaluation of (financial) monthly reports concerning the number of test results delivered, the budget, complaints, number of employees hired, overtime hours, etc., among other things. Pointing out possible patterns/trends Participating in periodic team meetings with the GM and other managers about the state of affairs and operational aspects Reporting results; explaining differences between the budget and KPI’s. Equipment Core Activities Well maintenance of Lab equipment and minimize downtime. Responsible for providing weekly update on equipment breakdown, and the estimate downtime. Result Criteria Number of equipment downtime Timely update Work-related concerns Working in mostly standing and slightly stooped posture. Odour nuisance (foul-smelling substances) of chemicals and substances, irritation of mucous membranes. Risk of injury through glass breakage, splashing of acids, fires in equipment. Experience in running a laboratory (with experience in CMA-CNAS / ISO 17025). 6 to 10 years in respective functional domain, and 3 to 6 years in management or consultative function Bachelor/undergraduate is essential. Master/graduate in respective domain would be a plus. Speaking and written English language is essential.
