Description
Description Construction Inspection (CI) services required for the Irvine Room 2309 Exhaust and Vacuum Pump Replacement project at the FDA Pacific Southwest Laboratory & District Office. Construction Inspector will provide independent oversight, inspection, and management support for the construction work. The Construction Inspector oversees and inspects the work of a separate construction contractor and reports findings to the Government. Period of Performance: Is 222 calendar days from the date of Notice to Proceed (NTP), consistent with the construction contractor's period of performance. Services shall commence at NTP and conclude no later than final acceptance of the construction project by the Government. Working hours for onsite coverage shall be Monday through Friday, 6:00 AM to 5:00 PM local time, unless otherwise directed by the COR. Off-hours and weekend coverage may be required during critical activities such as shutdowns, commissioning, and TAB activities, consistent with Tier 4 surge coverage. Requirements Responsibilities: VHP exhaust duct inspection; lab ventilation compliance verification; exhaust fan inspection; National Institutes of Health and Design Requirements Manual compliance oversight. Required qualifications: Experience with laboratory exhaust systems, Vaporized Hydrogen Peroxide or chemical exhaust applications, and National Institutes of Health and Design Requirements Manual requirements. Scope of Services - Laboratory Systems Inspection: Observe and document Vaporized Hydrogen Peroxide (VHP) exhaust duct installation, exhaust fan installation, and all penetrations associated with Room 2309 exhaust correction. Verify construction conforms to design drawings and specifications dated August 15, 2025 (Appendix 2) and NIH Design Requirements Manual (DRM) Section 12.4. Verify all GSA references in drawings are correctly interpreted as FDA references per Appendix 1 requirements. Witness and document duct leakage testing and exhaust system functional testing. Coordinate with the Commissioning Engineer on system verification and TAB activities.
Responsibilities
Provide independent oversight and inspection of the exhaust and vacuum pump replacement project at the FDA Pacific Southwest Laboratory. Document the installation of VHP exhaust ducts and fans while ensuring compliance with design drawings and NIH standards.
