Position works Tuesday to Saturday 8:00 a.m. to 4:00 p.m. GENERAL POSITION DESCRIPTION: The gate attendant is responsible for accurately and efficiently monitoring and recording waste volumes entering the landfill site for regulatory and procedural compliance, as well as collecting appropriate usage fees from customers and accounts. Level I - Applies basic skills while developing some specialized skills in procedures, operations, techniques, tools, materials, and/or equipment appropriate to area of specialization; performs routine and/or repetitive tasks; limited decision making required; generally, works under close supervision; has no or limited experience; work is performed from within specific limits of established procedures and/or defined instructions. (0 – 5 years of experience) Level II - Applies skills and job knowledge in area of specialization; applies procedures, operations, techniques, tools, materials, and/or equipment to meet needs of area of specialization at an intermediate level of knowledge and understanding; may work on non-routine tasks, projects, and applications; resolves issues/makes working decisions within area of specialization or responsibility with minimal supervision. (minimum of 1 year of experience) ESSENTIAL FUNCTIONS/RESPONSIBILITIES: Receive and inspect all trash being dumped for regulatory and procedural compliance. Calculate, receive, and account for dumping fees in accordance with landfill guidelines. Work with accounting representative to run and mail billing statements on a regular basis. Inspect trash for amount and type, paying close attention to hazardous materials, dangerous trash or infectious materials. Communicate with public and politely explain policies of landfill. Create, maintain, and record meeting and report documents. Regular, dependable and routine attendance is required with a schedule of Tuesday through Saturday. The primary location of employment for this position is the designated Delta County office/location with the exception of required duties that are to be performed off site as necessary. The employee is required to perform the majority (generally, at least 95%) of assigned duties from this designated office/location to allow for client, customer and coworker access and collaboration, unless prior written approval for an alternative arrangement, such as temporary remote work, has been granted by the employee's direct supervisor and/or department head and maintained in the employee personnel file. Reliable and predictable attendance and punctuality are considered essential functions of this job. Employees are expected to be at their work area and ready to work at the scheduled start time to ensure consistent service delivery and operational efficiency. GENERAL JOB DUTIES: Level I Calculate charges for trash to be dumped by type, volume or weight. Take cash and provide change and/or complete landfill ticket and charge ticket. Post all tickets by fee, type, volume, and total daily receipts for records. Keep daily log of unusual circumstances and weather conditions: wind speed, direction, etc. Keep gatehouse clean. Communicate special waste items with operators as necessary. Order and maintain supplies as necessary; create facility signage. Monitor and complete Tire Manifests for bulk tires. Monitor and document oil tank and steel; notify companies for disposal as necessary. Inspect all loads for hazardous materials and other prohibited material. Work up summary reports and make nightly deposits as required. Make random load checks as required. Repair and transport recycle trailer to scheduled recycle sites as necessary. Pick up loose and blowing paper when time requirements permit. Direct the public in safe dumping of waste and assure good practices are adhered to. Perform other similar and related duties as assigned. Interact with public in a friendly, tactful manner to resolve problems. Work well with others in a cooperative atmosphere showing respect and support. Answer phones and solid waste questions, take and relay messages, operate radio. Level II Obtain, ensure completion of, and submit appropriate paperwork for trailer house disposal. Train employees in scale house coverage duties. Reprint copies of ticket and charge accounts when lost. Correct scale tickets as necessary and provide copies to appropriate individuals. Complete monthly and annual reports for manager. Create reports for State and Federal agencies as required. Assist with inspections. Create, monitor and update procedure book for scale house. Operate facility equipment as necessary. Set up and maintain charge accounts. Complete collection of bad debts. All Levels Should the Board of County Commissioners or another authorized representative issue a local disaster declaration in Delta County, all Delta County employees may be called upon to serve as disaster service workers. Requirements Education: High school diploma or equivalent Experience: Level I At least three (3) years of customer service experience with ability to perform basic math computations are required; an understanding of landfill regulatory compliance preferred. Level II At least two (2) years of gate attendant experience in a solid waste facility with intermediate knowledge of regulatory compliance and landfill operation is required. Must be able to proficiently process and complete at least four (4) of the following duties with minimal oversight and error: Obtain, ensure completion of, and submit appropriate paperwork for trailer house disposal. Train employees in scale house coverage duties. Reprint copies of ticket and charge accounts when lost. Complete monthly and annual reports for manager. Operate facility equipment as necessary. Set up and maintain charge accounts. Complete collection of bad debts. Combination of education and experience could waive specific requirement.
