Job Class Number: MGT 250 Business Unit Name: Solid Waste Disposal Department Business Unit Number: 1432 Reports To: Solid Waste Superintendent Effective Date: February 8, 2012 FLSA Status: Exempt BASIC FUNCTION: Directs all of the operations of the landfill within City of Amarillo Guidelines and Texas Commission on Environmental Quality rules and regulations. Identifies, schedules, and performs/supervises the operation and maintenance activities at the landfill. Supervises the assistant landfill supervisor, environmental compliance technician, equipment operators, gate attendants, utility workers, laborers and all other personnel assigned to the landfill. EXAMPLES OF WORK PERFORMED: Responsible for the solid waste screening, unloading, compaction, daily cover and overall landfill site maintenance. Maintains good contact with department head and Public Works Department to provide feedback on operations. Monitors employee attendance and reports absences to the timekeeper. Supervises and inspects daily operations of the landfill including heavy equipment, gate house and scale operations and all equipment to ensure that operations at the landfill are performed as smoothly and safe. Supervises and operates field, specific conductance meters, landfill gas monitors, generators, water pumps and well depth meters. Checks the cleanliness of landfill areas, adjoining properties and access roads. Must be able to work morning or evening shift hours, weekends, holidays and/or on a 24-hour emergency call out availability. SUPERVISORY/MANAGERIAL RESPONSIBILITY: Supervises and ensures that all of the required reports and paperwork are completely and correctly filed out and submitted. Oversee and perform sampling, collection, preservation, analytical procedures, record keeping and chain of custody controls for the ground water, leachate, and landfill gas monitoring systems. Investigates and documents accidents and property damage. Conducts and documents safety instructional meetings with personnel. Is responsible for dealing with the public on a daily basis and enforcing the rules and policies at the landfill. WORK ENVIRONMENT: Operations at the landfill occur year-round, Monday through Saturday, in all types of weather. The landfill environment contains dust, wind, and odors at times. Requires a considerable amount of sitting and driving. KNOWLEDGE, SKILLS AND ABILITIES: Requires reading and record keeping on a daily basis. MINIMUM QUALIFICATIONS: Must possess good oral, written and computer skills necessary to compose reports, correspondence and must have good communication skills in order to work with the public. Requires good physical condition with a considerable amount of sitting, walking, bending, climbing, and or standing. Ability to drive in all types of traffic and weather conditions. Requires occasional lifting materials weighing up to 75 lbs. and could involve heavier lifting of over 100 lbs. with laborers' assistance, and have ability to pull with a force of at least 94 lbs. Must be capable of working in areas of dust, odors and inclement weather. Regular and punctual attendance is required of this job. Possession of a valid Texas Class C driver's license is required, but a valid Texas Class A driver's license with tanker endorsement is preferred or ability to obtain within 90 days of appointment. Must possess or ability to obtain, within two years of appointment, a Class A Solid Waste License from the TCEQ and completed a waste screening class. EDUCATION: Minimum experience and training equivalent to a High School graduate. EXPERIENCE: Five years' experience and a good working knowledge of solid waste disposal operations and medium and large earthmoving equipment (elevating scraper, landfill compactor, bulldozer, backhoe, water truck and tanker truck) is preferred. Two years of supervisory work experience and ability to schedule, assign, and oversee landfill equipment operators, gate attendants, laborers and other assigned personnel.
