DESCRIPTION

The Neighborhood Services Division of the City of Gaithersburg Department of Community, Neighborhood & Housing Services is accepting applications for a Landlord-Tenant & Rental Housing Compliance Officer, a dual-role position that combines responsibilities as a Landlord-Tenant Investigator (60%) and a Rental Housing Inspector (40%). This role is essential in investigating and enforcing various codes and ordinances that impact public health, personal safety, property values, and overall welfare and quality of life for the Gaithersburg community.
We are looking for a self-motivated and detail-oriented professional who can effectively balance the dual responsibilities of landlord-tenant investigations and rental housing inspections. The ideal candidate will have strong experience in rental housing or landlord-tenant relations, along with a solid background in property inspections or regulatory enforcement. You should be able to work independently while also thriving in a collaborative team environment.
You must possess excellent communication, organizational, and problem-solving skills, with the ability to interact courteously and professionally with a diverse population of citizens, property owners, and other stakeholders. The successful candidate will be proactive in their approach to enforcement and regulation, demonstrating a commitment to maintaining and improving the quality of life in the Gaithersburg community. The ability to fluently speak, read, write, and comprehend English and Spanish is preferred.
In addition, the ability to handle complex investigations, prepare comprehensive reports, and represent the City in various hearings and public events is essential. You should be comfortable working in the field, conducting inspections, and ensuring compliance with City state, and federal laws and regulations. 40 hours per week; established business hours are 8 a.m. to 5 p.m., Monday through Friday; a core work schedule will be determined upon hire. Additional hours may be necessary to meet operational needs. This position can accommodate both in-person and remote work at the discretion of the Division Manager and Department Director. Starting salary is negotiable within the anticipated target hiring range ($75,000 to $90,000) and will be offered at a level consistent with the relevant experience, qualifications, and certifications of the candidate.

Responsibilities:

GENERAL ADMINISTRATIVE AND COMPLIANCE DUTIES

  • Maintain detailed and accurate records of investigations, inspections, and enforcement actions.
  • Provide technical advice to tenants, landlords, and the public regarding landlord-tenant relations and rental housing regulations.
  • Ensure compliance with City, state, and federal laws related to rental housing and tenant rights.
  • Assist in developing and implementing policies and procedures to improve the efficiency and effectiveness of the landlord-tenant relations and rental housing programs.
  • Respond to emergencies and other housing-related situations as required.
  • Provide outstanding service, pursue continuous improvement, and exceed expectations.
