As Lead Adviser, Service Performance Monitoring, you’ll provide strategic leadership and expert advice across Health NZ and the wider system, building an integrated view of service performance, surfacing emerging delivery risks early, and helping drive accountability, learning and improvement through evidence‑based monitoring. You will Lead service performance monitoring and assurance across key health services, with a particular focus on hospital and specialist services delivered by Health NZ, advising on risks, trends and emerging issues affecting access, quality, equity and timeliness. Monitor priority services, care pathways and variation (including elective surgery, emergency departments, diagnostics, outpatient and specialist services, and mental health and addiction services), identifying systemic drivers and how delivery pressures interact with workforce, funding, infrastructure and digital enablers. Lead monitoring of Government health targets by tracking milestones and delivery trajectories, assuring the robustness of reported results, and identifying unintended consequences or gaming risks for escalation where required. Bring clinically informed monitoring and system‑level judgement by working with the Chief Medical Officer and Clinical Chief Adviser roles to interpret signals, test clinical credibility, and incorporate clinical input into escalated monitoring, deep dives and assurance activity. Strengthen quality, assurance and monitoring maturity through quality assurance of products and advice, recommending proportionate interventions (enhanced monitoring, targeted reviews, escalation), building strong cross‑system relationships, and embedding equity and Te Tiriti o Waitangi obligations in all work. Ko ngā pūkenga ōu - What you’ll bring Expert practitioner in monitoring and assurance practices with highly developed monitoring capability and personal judgement, including the ability to distinguish performance signals from noise, and identify emerging risks and recommend proportionate assurance interventions Expertise in monitoring and assurance of health service delivery, with the ability to assess performance across complex services such as hospital, specialist, diagnostic and mental health services at scale, using a disciplined, risk‑based approach. Strong system‑level judgement, enabling synthesis of service performance information across regions, care pathways and populations, and the ability to distinguish meaningful performance signals from data noise. Ability to interpret and challenge service performance data, including Government health targets and related measures, and assess delivery trajectories, risks, unintended consequences and potential gaming behaviours. Highly developed capability to integrate service‑performance insight with financial, infrastructure and digital considerations, supporting a holistic understanding of system performance. Extensive experience influencing senior leaders, boards, and external partners, including operating effectively in complex and politically sensitive environments.
