JOB SUMMARY

The Infected Blood Compensation Authority (IBCA) is a new arm’s-length body which is being set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.

  • to iterate our service through starting small and scaling fast, through a test and learn approach.

JOB DESCRIPTION

This role aligns against the Lead Business Analyst role from the Government Digital and Data Framework.
The Lead Business Analyst will report to the Head of Product and will sit within IBCA’s Digital Service Design Directorate. The role includes line management responsibility for Senior Business Analyst(s)
As Lead Business Analyst, you will support the delivery and definition of the strategic vision within IBCA, making decisions which have a measurable impact on the effectiveness of the service.
You will lead, inspire and manage a team of Business Analysts who are at the heart of delivering IBCAs service vision.
You will also perform the Lead Business Analyst role in the support of the service, selecting and advising on a range of analytical techniques. This includes data gathering and analysis, technical/systems analysis, tools, documentation, process design, user needs identification and embedding an agile culture across the entire service lifecycle.
You will ensure the business analysis community has up-to-date understanding of suitable working methods, and that they are equipped with the correct resources to perform their roles effectively.
You will work with BAs to enable an iterative approach to build deliverables on an incremental basis, maximising the value provided to the business, and reviewing and improving elements of the process to identify and eliminate risk and uncertainty as early as possible.
You will work alongside the Digital and Service Design senior team to ensure there is sufficient capacity and capability to meet user needs and deliver service outcomes.

As the Lead Business Analyst in IBCA you will:

  • Lead the design, implementation and management of a comprehensive suite of business analysis techniques, standards and practices for IBCA;
  • Lead, prioritise, plan and manage the business analysis activities within IBCA to ensure that appropriate business and user needs are developed within time and quality constraints;
  • Lead in developing IBCA’s Business Analysis community, promoting and ensuring best practice;
  • Coach and mentor others to set and achieve challenging goals for themselves, actively sharing knowledge and being visible;
  • Lead the identification of opportunities and benefits, design and appraise solutions and make recommendations for service improvements and value delivery;
  • Be data driven, engage with data professionals to inform the development of the service based on evidence and ensure we are designing the service to capture the data we need to measure value on an ongoing basis.

  • You will be experienced in designing, implementing and managing business analysis techniques and practices, and embedding agile and technology analysis methods to support delivery. You can plan and lead business analysis activities to ensure timely development of business and user needs;
  • You will have worked across all stages of the service lifecycle, be solutions driven, strategic in your thinking and confident to challenge the norm and look for more efficient ways of doing things. You will be passionate about understanding individual needs and improving the processes;
