JOB SUMMARY Works under minimal direction to plan, coordinate, and administer procurement activities of one or more major procurement sections of Purchasing Department. Provides support to the Purchasing Manager, assigned departments or categories for managing procurement activities. Position falls under a hybrid work schedule which includes one day per week in office after 90 days. EXPERIENCE AND EDUCATION Required Education Bachelor's Degree in directly related field. Experience 4 years of directly related experience. Licenses and Certifications (CTPM) Cert TX Procurement Manager within 1-1/2 Yrs or (CTCD) CERT TEXAS CONTRACT DEVELOPER within 1-1/2 Yrs Preferred Education May consider additional years of experience in lieu of degree. Experience Prior experience in government procurement helpful. JOB DUTIES Plans, coordinates, and supervises organization and activities of one or more major procurement sections to ensure their efficient operation related to the purchasing process. Rotates commodity procurement responsibilities to provide cross training for, and complete familiarity with, full range of commodities purchased for the university. Ensures adherence to established policies and procedures as outlined in the Procurement and Contract Management Handbook. Consults with requesting departments for detailed information relating to specifications, time limitations, and sources and alternate sources of supply. Provides explanation and interpretation of Purchasing Department policies and practices. Maintains communication with end-user departments to provide user-friendly customer services and technical assistance to user departments regarding University purchasing procedures, guidelines and procurement portal navigation. Accesses Automated Purchasing System (Jaggaer and PeopleSoft) to process department requisitions and inquire into accounting and receiving systems to track status of purchase orders. Monitors procurements for determination of Historically Underutilized Business (HUB) opportunities and insurance compliance in accordance with contractual requirements. Assist in research and facilitate multiple procurement methods from which to select suppliers for competitive bidding, direct negotiations, and relationship building while planning and placing purchase orders in support of capital goods and services. Facilitates the sourcing of products, equipment, and services for UT Southwestern in collaboration with end-users, Group Purchasing Organizations, Strategic Sourcing, and Contracts Management in alliance with contract compliance and expense reduction initiatives. Coordinates with end-users in preparation of procurement strategies. Collaborate with Management and Business Analysts to make recommendations on improvements to internal processes. Compile information and respond to internal and external audit requests. Advises Buyers with respect to new and revised institution, University, and State procurement policies and procedures and application and interpretation thereof. Research and facilitate multiple procurement methods from which to select suppliers for competitive bidding, direct negotiations, and relationship building while planning and placing purchase orders in support of capital goods and services. Review opportunities to make business savings utilizing negotiation and procurement best practices. Assist with conducting supplier business reviews to review Key Performance Indicators (KPI) and overall performance. Collaborate with Management and Business Analysts to make recommendations on improvements to internal processes. Reviews contracts to ensure that terms are in accordance with UT Southwestern policies and procedures. Solid understanding of receiving and return to vendor process as it relates to resolving Purchase Order three-way match issues. Performs other duties as assigned.
