ABOUT VICTORIAN CATHOLIC EDUCATION AUTHORITY (VCEA)

VCEA is the peak body for Catholic education in Victoria. The former Catholic Education Commission of Victoria (CECV)
was established in 1973 by the Archbishop of Melbourne and the Bishops of the Ballarat, Sale, and Sandhurst dioceses,
it was incorporated in 2006. Following a review of the CECV the renewed peak body VCEA was established in 2023 and
acts as the voice of Catholic education in state and national matters.
VCEA receives and distributes funding from state and federal governments for Catholic schools, provides strategic
leadership and planning, and ensures proper governance in Catholic education statewide. It is responsible for sector
leadership in education integrity and governance and has a Memorandum of Understanding to act as a Review Body for
Catholic schools with the Victorian Registration and Qualifications Authority (VRQA). As a Review Body, VCEA supports,
reviews, and monitors the compliance of Catholic schools with all registration, reporting and other requirements under
relevant laws.

SKILLS, QUALIFICATIONS, AND PRE-REQUISITES

Previous Minimum of 3 years’ experience in a similar strategy, business intelligence, or data analytics
Experience/s role.
Qualifications Tertiary qualifications in Data Science, Computer Science, Statistics, Mathematics, or a related
field.

Responsibilities

ABOUT THE ROLE

The Lead, Data Analysis and Insights plays a pivotal role in enabling VCEA to make informed, evidence-based decisions,
and build data accessibility and literacy in Catholic education. This role leads to key strategic data initiatives, provides
technical leadership in data management and analysis, and supports a culture of excellence in data governance and
insights.
This position leads the development and delivery of impactful data products, reports and visualisations, and contributes
to policy development and performance improvement across the Victorian Catholic education system. The role also
includes mentoring and supervising a Data Analyst and working closely with Data Platform team, IT, other business units,
management and executive leadership team.

KEY RESPONSIBILITIES

• Lead VCEA-wide data collection and analysis to support system-level research, performance reporting, and strategic

projects.

  • Translate complex datasets into actionable insights through compelling dashboards, tables, reports and briefing

papers for senior and executive audiences.

  • Lead data sharing projects to ensure accessibility of statewide datasets to school proprietors in accordance with data

sharing and governance arrangements.

  • Collaborate with stakeholders to define data requirements, ensuring relevance, accuracy, and consistency of

reporting and analysis.

  • Support and uplift VCEA’s data governance practices including classification, access control, and data quality

standards.

  • Mentor and supervise the Data Analyst on day-to-day tasks, providing technical guidance, review work and help to

set priorities and manage workloads.

  • Work with internal and external stakeholders including Data Platform team to build high quality reporting solutions

including data pipelines, Power BI dashboards, Excel reports and other data products for data sharing, ad hoc

analysis, publications.

  • Contribute statistical insights to research reports, public submissions and publications prepared by the Research,

Policy and Performance Excellence team.
