JOB SUMMARY

The Lead Data and MI Analyst plays a key role in HSE’s Transformation Office, providing strategic leadership of the Data & Management Information function. The role supports evidence-based decision-making and transformation success by delivering high-quality insights, leading benefits modelling, and developing a high-performing team. Working within the Operational Services Division, you will contribute to HSE’s mission to protect people and places by enabling smarter, data-driven change across the organisation.
The Transformation Office sits within OSD and consists of three key pillars:
(i) Transformation Office
(ii) Programme & Project Management (“PPM”)
(iii) Change & Business Improvement (“C&BI”).
These pillars contain professional practitioners who are deployed to projects and programmes within HSE. Each pillar is led by a Head of Change and supported by a Practice Lead.
As Lead Data and MI Analyst, you will drive change through supplier management, resourcing, financial control, portfolio planning, Data Analysis and reporting support the delivery of HSE transformation and drive operational excellence.
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.

JOB DESCRIPTION

As the Lead Data and MI Analyst, you will provide strategic leadership and operational oversight of the Data & Management Information (D&MI) function. Working closely with the Head of Change, you will help shape direction, drive performance, and embed a culture of continuous improvement.
You will lead and develop a high-performing team, ensuring its capability aligns with both current and future organisational needs. This includes identifying skills gaps, implementing targeted development plans, and fostering a culture of learning, innovation, and excellence.
The role is central to the development and delivery of data and MI strategies that enable evidence-based decision-making across the organisation. You will design and implement innovative data services, models, and reporting frameworks that support operational excellence and transformation outcomes. You will also oversee complex analysis and forecasting to evaluate the impact of change initiatives on key performance indicators, ensuring insights are timely, robust, and strategically aligned.
Additionally, you will lead benefits modelling across the transformation portfolio. This involves working closely with programme and project teams to define, quantify, and track expected benefits, ensuring alignment with strategic goals and the use of rigorous data and forecasting methods. You will be responsible for developing and maintaining standardised benefits models to support investment decisions and monitor realisation over time.
