SUMMARY OF SCOPE OF SERVICES

CLIENT PROJECT is a multiyear initiative to modernize the client’s financial management system, replacing Central, Payroll, and Departmental FLAIR functionalities by January 6, 2026. Over 1,500 computing assets—including enterprise applications, databases, interfaces, and reporting programs—will require updates to align with the new system.To support this transition, the Department seeks a Lead Developer with expertise in Tibco Mainframe Focus/WebFocus to analyze and document existing Focus assets used for reports, interfaces, and applications.

EDUCATION & EXPERIENCE REQUIREMENTS

  • Bachelor’s degree in Computer Science, Information Systems, or related field (or equivalent experience).
  • 5+ years as a lead developer.
  • 8+ years of experience with development technologies, including .NET (C#), ASP.NET/MVC, WCF/WebAPI, SQL Server, JavaScript frameworks (Angular, Knockout), REST, XML, JSON, HTML, Python, and CSS.
  • Preference for candidates experienced in migrating legacy systems (DB2, COBOL, CA-GEN, FOCUS) to modern technologies.

SKILLS & COMPETENCIES

  • Strong knowledge of design patterns, performance optimization, troubleshooting, and development methodologies (Agile, Waterfall).
  • Experience with relational databases (DB2, SQL Server) and cloud platforms (Azure PaaS, IaaS).
  • Ability to lead teams, balance multiple projects, and communicate effectively with stakeholders.

Responsibilities
  • Service Desk Support: Monitor and resolve service desk tickets, troubleshoot issues, and coordinate with teams.
  • Development & Analysis: Lead modernization efforts, analyze business processes, document technical assets, and develop scalable solutions.
  • Testing & Implementation: Perform full lifecycle application development, unit testing, and support user acceptance testing.
  • Cloud & Security: Architect cloud-based applications (Azure), implement security measures, and support incident response.
  • Leadership & Collaboration: Work with cross-functional teams, provide customer support, and align solutions with agency goals.
